Article 4 To arrange employment for disabled persons, the unemployed disabled persons recommended by the local county-level labor and employment guidance service agency for disabled persons shall be recruited. Article 7 Measures for the implementation of graded payment and graded management of employment security funds for persons with disabilities:

Article 10 The employment security funds for disabled people collected by the disabled people's federations at all levels shall be stored in special financial accounts and earmarked for special purposes. A sound financial management system shall be established and the "Special Notes for Employment Insurance Funds for Disabled Persons" printed by the Provincial Department of Finance shall be used and accepted. Disabled persons’ federations at all levels shall report the income and expenditure of employment security funds for persons with disabilities to the Disabled Persons’ Work Coordinating Committee and the financial department of the people’s government at the same level in accordance with regulations. Article 12 Any unit that fails to pay the employment security fund for persons with disabilities without justifiable reasons shall be ordered to pay within a time limit, and a late payment fee of 5% of the amount due shall be charged on a daily basis from the date of overdue. Article 13: Disabled persons’ federations at or above the county level shall establish labor and employment guidance service agencies for disabled persons to carry out unemployment surveys, employment registration, ability assessment, vocational training and employment introduction for disabled persons. Article 14: At the end of each year, each unit should fill in and submit the "Unit Staff Information Form" uniformly issued by the Provincial Disabled Persons' Federation, and submit it to the Disabled Persons' Federation at the same level in accordance with regulations. Article 15 These Measures shall be interpreted by the Provincial People’s Government Disability Work Coordination Committee.

Article 16 These Measures shall come into effect on April 1, 1996.
