Why can't drivers in public institutions give their seats to regular employees?

1. Institutions are divided into public welfare institutions and public welfare institutions after the reform. After the bus reform in public welfare institutions, there are basically no full-time drivers, and public welfare institutions are also buying services. Drivers cannot be included in the establishment unless they are institutions engaged in transportation and other industries.

2. The staff of state institutions have professional titles and have to pass the recruitment examination, while the drivers of institutions do not take the recruitment examination, but recruit contract workers in the society through institutions themselves.
