Interim Measures for Competency Examination, Assessment and Certification
Chapter 1 General Provisions

Article 1. In order to improve the technical quality of Yangtze River pilots and standardize pilot management, these Measures are formulated in accordance with the "Regulations on Ship Pilotage Management" and relevant laws and regulations.
Article 2 These Measures shall apply to the competency examination, evaluation and certification of Yangtze River pilots.
Article 3 The Jiangsu Maritime Safety Administration of the People’s Republic of China (hereinafter referred to as the Jiangsu Maritime Safety Administration) is responsible for the examination, evaluation and certification management of the Yangtze River Pilot Certificate of Competency.
Article 4 Those who serve as pilots on the Yangtze River trunk line must hold a Yangtze River Pilot Competency Certificate (hereinafter referred to as the Pilot Competency Certificate). The pilot competency certificate levels are divided into:
(1) First-class pilot: independently guide ships (fleet) of various sizes within the route approved by the certificate;
(2) ) Level 2 pilot: independently guide ships with a total length of 170 meters or less, draft of 9.7 meters or less, and fleets of 3000 deadweight tons or less within the route approved by the certificate;
(3) Level 3 pilot : Independently guide ships with a total length of 110 meters or less and a draft of 7 meters or less within the route approved by the certificate;
(4) Assistant pilot: can assist first-, second-, and third-level pilots in guiding the ship, and may not Lead the ship independently.
Article 5: Application for pilot certificate of competency should meet the following basic conditions:
(1) Have the nationality of the People’s Republic of China;
( 2) Over 20 years old and less than 60 years old;
(3) In good health, meeting the physical examination requirements for drivers in the sea-going ship crew physical examination standards;
(4) Having full-time College degree or above in ship driving; (5) Professional training in "familiarity and basic safety", "radar observation and plotting and radar simulator" and "automatic radar plotter" and Obtain a certificate of conformity;
(6) Meet the water service qualifications stipulated in these measures;
(7) No record of major ship traffic liability accidents or serious violations of ship and crew management ;
(8) Pass the prescribed competency examination and evaluation.
Chapter 2 Examination and Assessment of Certificate of Competency
Article 6 Qualification Requirements for Application for Examination and Assessment of Pilot Certificate of Competency:
(1) Application Qualification requirements for the examination and evaluation of the first-class pilot certificate of competency: the second-class pilot has a leading qualification of not less than 36 months, and after taking up this position, he has guided no less than 36 ships throughout the entire application route, and has guided no less than 9 10,000 kilometers or 400 ships.
(2) Qualification requirements for applying for the examination and evaluation of the Level 2 Pilot Certificate of Competency:
1. Upgrade examination: Level 3 pilot qualifications shall be no less than 36 months, After taking up this position, he will lead no less than 36 ships throughout the entire application route, and the total mileage will be no less than 90,000 kilometers or 400 ships.
2. Grading examination: Actual service as captain of a sea-going vessel of 3,000 gross tonnage and above (or an inland river vessel of 1,600 gross tonnage and above) for no less than 36 months.
(3) Qualification requirements for applying for the examination and evaluation of the Level 3 Pilot Certificate of Competency:
1. Upgrade examination: Assistant pilot’s leading experience is not less than 24 months, and After taking up this position, he will be required to train and guide ships for no less than 50 times during the entire application route, and the total distance of the trainee and lead ships will be no less than 60,000 kilometers or 250 ships.
2. Grading examination: Act as chief mate of a sea-going ship with a gross tonnage of 3,000 and above (or an inland river ship with a gross tonnage of 1,600 or more), or actually serve as a chief mate of a sea-going ship with a gross tonnage of 500-3,000 tons (or 600-1,600 gross tonnage) tons of inland river vessels) the length of the ship shall not be less than 24 months.
(4) Qualification requirements for applying for the Assistant Pilot Certificate of Competency Examination: Full-time college degree or above in ship driving major, pilot apprenticeship for not less than 12 months, and pilot apprenticeship for a number of times throughout the declared route on 36 ships; or have actually served as the second or third mate of a sea-going ship of 3,000 gross tonnage and above (or an inland river ship of 1,600 gross tonnage and above) for no less than 12 months.
(5) Apply for the extended route examination: Hold a first-, second-, and third-level pilot competency certificate, have a trainee pilot qualification of not less than 6 months on the declared route, and be a trainee pilot for the entire declared route. Less than 60 ships.
Article 7 The examination and evaluation items for the pilot competency certificate shall be carried out in accordance with the requirements of the "Yangtze River Pilot Competency Examination Subjects and Evaluation Items Table" (see attachment).
Article 8 Applications for competency examination and assessment shall be submitted to the Jiangsu Maritime Safety Administration within the prescribed application period by the pilotage agency where the pilot service is located and which has obtained the pilotage qualification.
Article 9 To apply for competency examination and evaluation, the following materials should be submitted:
(1) "Yangtze River Pilot Certificate of Competency Application Form";
( 2) A valid "Pilot Service Book" or "Crew Service Book";
(3) "Physical Examination Form for Sea-going Ship Crew" with a physical examination within one year;
(4) Professional training certificate stipulated in these Measures;
(5) 4 recent straight-edged, frontal, 2-inch color photos with white background and no hat (one photo will be valid upon application);
(6) Valid identity document or photocopy;
(7) Professional diploma or graduation certificate;
(8) Relevant materials showing competency;
(9) Pilot certificate of competency (those who already hold a pilot certificate of competency).
Article 10 Jiangsu Maritime Safety Administration shall review the applicant materials received. If the application materials are incomplete or do not comply with the legal form, the applicant shall be notified on the spot of all the materials that need to be completed at once. If the conditions specified in these measures are met, an "Admission Ticket" shall be issued to the applicant 5 days before the start of the exam and the applicant shall be notified to participate in the exam and assessment; if the conditions are not met, the applicant shall be notified within 5 working days from the date of acceptance of the application, and Give reasons.
Article 11 Personnel participating in the competency examination and assessment shall abide by the "Rules of the People's Republic of China and the Maritime Safety Administration for Crew Examinations".
Article 12 The full score for each written examination subject is 100. The passing score for "Collision Avoidance and Signaling" and "Wayway and Pilotage" is 80 points, and the passing score for other subjects is 80 points. 60 points.
Article 13: Examination results are valid within 36 months from the date of release, and evaluation results are valid within 24 months from the date of release.
If you fail the exam in all subjects, you will not be eligible to make up the exam; if you fail in some subjects, you must complete the make-up exam within 24 months from the date the results are announced.
Those who fail the assessment can apply for a supplementary assessment within 6 to 12 months from the date the assessment results are announced.
There is no additional validity period for make-up exams and make-up assessment scores.
Article 14 Personnel engaged in pilot examination and evaluation should have a college degree or above in the corresponding major and corresponding professional work experience including water service qualifications, and be familiar with the corresponding examination syllabus and evaluation outline, and Examination and assessment procedures, specifications and requirements.
Chapter 3 Issuance and Revalidation of Certificate of Competency
Article 15 Those who pass the first, second and third class pilot competency examination and evaluation shall pass 6 months During the apprenticeship period, and piloting ships for no less than 60 times during the whole route, you can apply for the issuance of a certificate of competency to the Jiangsu Maritime Safety Administration by submitting the "Pilot Service Book" after the expiration of the apprenticeship period. If the conditions are met, a pilot competency certificate of the corresponding grade and approved route will be issued within 15 working days from the date of acceptance of the application.
Article 16 The validity period of the pilot certificate of competency shall not exceed 36 months. When the certificate expires, the holder can apply for a certificate of competency in accordance with the provisions of these measures to make it valid again.
Article 17 Those who hold a certificate of competency should apply to the maritime administration agency for verification of the certificate of competency through the pilot agency 6 months before the expiration of the certificate of competency.
Applicants applying for certificate of competency verification should meet the following conditions:
(1) Leading no less than 72 corresponding ships stated in the certificate of competency in the last 36 months, of which no less than 36 ships have been led throughout the entire process times and the total mileage is not less than 30,000 kilometers;
(2) The pilot certificate of competency has not been withheld by the maritime administration agency;
(3) Participate in re-validation knowledge update training.
Article 18 Certificate holders who do not meet the conditions of Item (1) or (2) of Article 17 of these Measures shall apply for revalidation within 6 months before the expiration date. In addition to participating in the re-validation knowledge update training, they should also complete no less than 3 months and be able to lead the corresponding ships for no less than 6 ships or 10,000 kilometers as a probationary pilot.
Article 19 Those who apply for re-validation of the certificate of competency within 12 months after the deadline shall not only meet the requirements of Article 18 of these Measures, but also shall participate in the actual operation assessment.
Those who apply for re-validation of the certificate of competency 12 months after the deadline should take and pass the corresponding examination of the same level as the original certificate of competency.
Article 20 Those who apply for the re-validation of the certificate of competency should submit the materials specified in Items (1), (2), (3), (5) and (9) of Article 9 of these Measures . After passing the review, the Jiangsu Maritime Safety Administration will issue an applicable certificate for the corresponding grade and approved route.
Article 21 If the certificate of competency is damaged or lost, the pilot agency where the certificate holder works may apply for a replacement or reissue of the certificate of competency, and submit the application to Article 9 of these Measures ( Materials specified in items 1) and (5). After being reviewed and qualified by the Jiangsu Maritime Safety Administration, an applicable certificate for the corresponding grade and approved route will be issued.
The validity expiration date of the renewed or reissued certificate of competency is the same as the validity expiration date of the original certificate of competency.
Chapter 4 Management of "Pilot Service Book"
Article 22 Pilots must hold a valid "Pilot Service Book".
Article 23 "Pilot Service Book" is mainly used to record the name of the ship led by the pilot, the total tonnage of the ship, the total length of the ship, the boarding and disembarkation time, the port name, the number of kilometers guided, etc. , the recorded content must be confirmed, signed and stamped by the captain of the ship being led.
If a water traffic accident or maritime violation occurs on a pilot-piloted ship, maritime law enforcement officers will record it in the corresponding column.
Article 24 The contents recorded in the "Pilot Service Book" shall be used as the basis for pilot qualifications when applying for a certificate of competency.
Article 25 Pilot agencies and pilots shall not forge or alter the contents recorded in the "Pilot Service Book".
Chapter 5 Supervision and Management
Article 26: A pilot who violates maritime administrative regulations and has his or her certificate revoked will not be eligible until 24 months from the date of revocation. Re-apply for the "Pilot Certificate of Competency" examination and evaluation at the original level.
Article 27 If a pilot has a general or above water traffic accident for which he is primarily responsible during his tenure and is subject to administrative penalties by the maritime administration agency, his water service qualifications before the accident cannot be used as Apply for examination, assessment and certification of water services qualifications. Water service qualifications will be calculated again after the accident, but the time for which the certificate of competency was withheld shall be deducted.
Article 28 Jiangsu Maritime Safety Administration shall establish a pilot file for each pilot holding a certificate of competency, including recording pilot violations of water traffic safety management regulations.
Article 29 Maritime management agencies should strengthen the supervision and management of pilot guidance activities. Maritime law enforcement personnel should promptly warn and remind pilots if they find any abnormalities in pilot guidance behavior. If a pilot leads a ship to have a major water traffic accident or more, and law enforcement officers fail to perform their supervisory duties properly, the relevant personnel should be held accountable.
Chapter 6 Supplementary Provisions
Article 30 In these rules, the following terms have the following meanings: (1) "Pilot" means pilot A person who has a valid pilot certificate of competency and is engaged in pilotage work in a certain pilot organization.
(2) "Pilot Certificate of Competence" means that the holder has passed corresponding examinations and evaluations, met the corresponding provisions of these Measures, and possesses the applicable grade and approved route (area) indicated on the certificate. Qualifications to lead ship capabilities.
(3) "Trainee pilot" means that the applicant has completed pre-service comprehensive practical training under the supervision of a qualified pilot.
(4) "Competency examination" refers to the examination of theoretical knowledge, concepts, principles and other contents of pilots through written or electronic means to assess the applicant's professional knowledge level and application ability.
(5) "Competency assessment" refers to the main goal of examining the candidate's comprehensive application ability and practical operation ability, through the operation of corresponding equipment or simulators, listening tests, oral examinations, and water service qualifications and performance assessments etc., conduct skill assessment on applicants.
(6) "Upgrade examination" means those who hold the "Pilot Certificate of Competency" apply to take the examination at the higher level.
(7) "Grading examination" refers to those who hold the "Certificate of Competency for Seafarers" stipulated in these Measures and meet the conditions of these Measures, who apply to take the examination to determine their corresponding grade of pilot.
(8) "Extension of route examination" refers to those who hold the "Pilot Certificate of Competency" who apply to take the examination to extend the scope of route endorsement of the certificate they hold.
Article 31 The physical examination of pilots shall adopt the forms and standards specified in the "Physical Examination Requirements for Sea-Going Crew" of the People's Republic of China and the Maritime Safety Administration.
Article 32 The "Pilot Competency Certificate" and "Pilot Service Book" are uniformly printed by Jiangsu Maritime Safety Administration.
Article 33 These Measures shall come into effect from the date of promulgation.
