LULU's name originated from an old street in Binyang County. According to reports, as early as the Qing Dynasty, a family named Lu moved here and set up a stall at the door to sell porridge. Later, businessmen gathered here to operate, and the market gradually took shape, and then evolved into Luwei Street market related to Lu (Lu).

LULU became a town name for the first time in 1958. 1994 was renamed as Luwei Town, which has continued to this day.

The title of Pennsylvania is not a creation, but has a long history. This land within the jurisdiction of Luwei Town has always belonged to "Pennsylvania". Since the establishment of Binyang County in the fifth year of Zhenguan in Tang Dynasty (63 1), Binyang County has always been the seat of county administration, and its jurisdiction once included several nearby counties. A Pennsylvania name was changed several times, and then it was changed back soon, and it has been used for more than 1000 years.

In fact, after 1984, there is still Binzhou Town in Binyang County, and its jurisdiction includes some counties. Around 2003, the three towns of Pennsylvania, Xinbin and Hotan merged into LULU Town, whose name was still LULU. This name change is only to restore the name used in Pennsylvania history.
