The people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall strengthen their leadership over vocational education within their respective administrative areas, clarify the specific responsibilities of vocational education of the people's governments at the city and county levels with districts, coordinate the development of vocational education as a whole, and organize supervision and evaluation.

Relevant departments of local people's governments at or above the county level shall strengthen communication and cooperation and jointly promote vocational education.
