It is generally impossible to directly transfer from class C workers to class B workers.

Class AB employees are all regular telecom employees, while Class C employees are expatriates. The labor contract signed by Class C employees is signed with a labor dispatch company, not a telecom company. Class A workers refer to the formal employees who worked in mobile companies before 2003. Most of them are old telecom workers when the original telecom was split, including provincial companies.
