I. Basic information
In 20 16, Jiajiang county was identified as the second batch of counties with basically balanced development of compulsory education in Leshan city. There are 44 public compulsory education schools in the county, including junior high school 17, nine-year school 1, complete middle school 1 and 25 primary schools. Second, the main practices and results
(1) Strengthen leadership and implement work responsibilities. The first is to strengthen leadership. (4) Improve quality and pay close attention to team building. Focus on building the comprehensive quality of principals and teachers, and basically realize the balance of teachers in the county. First, strict management of cadres. Insist on improving the quality of school leading cadres as an important means to promote the balanced development of urban and rural education, and comprehensively implement the competition system for school leading cadres. In July, the assessment of leading cadres of all schools and directly affiliated units was completed. The second is to promote teachers' reasonable communication. Establish the exchange system between principals and teachers and the system of urban teachers supporting rural schools. Teachers under the age of 53 for males and 48 for females in compulsory education should work in the same school for more than 9 years and have regular exchanges. (5) Scientific management and strict control of class capacity. In order to solve the problem of large class size in urban schools, our county has a strict enrollment policy. The enrollment of primary and secondary schools is further standardized according to the principle of "strict procedures, batch admission, strict standards, strict admission control, total control and sunshine operation", with no more than 50 students in each class. This year, the number of junior high school students in urban areas has decreased by more than 200, and the number of primary school students has decreased by 120. There are still the following problems in promoting the balanced development of compulsory education in our county: First, the growth rate of quality education resources is not synchronized with urban expansion and population agglomeration, and the regional and structural imbalance is serious. County schools are overcrowded, with large classes, and rural schools are short of students and left out in the cold. Second, the funds for running schools are unbalanced. According to the county financial management system, the number of students directly determines the school funding. Many rural schools are more nervous because of the loss of students and the decrease in the number of students. Third, the structural contradiction of teachers is more prominent, the total number of high-quality teachers is insufficient, and the task of improving teachers' quality is arduous.
Fourth, some suggestions.
(1) Strengthen organizational leadership. The establishment of a county with a basically balanced development of compulsory education in our county has entered the countdown of supervision, evaluation and acceptance. County * * * and relevant departments should further strengthen organization and leadership, strengthen work supervision, check and fill gaps according to inspection and acceptance standards, improve information, and ensure that the provincial education supervision team is qualified in supervision and evaluation.
(2) Optimize the allocation of educational resources. First, we should adhere to the concept of high-level balanced development, continue to increase investment in education, increase investment in weak schools and the allocation of teachers on the basis of ensuring the continuous development of high-quality schools, and create good conditions for the development of weak schools. The second is to optimize and integrate the existing educational resources, actively adjust the school-running mode on the basis of optimized layout, take boarding schools as the direction of rural school construction, and solve the problems of scattered living, difficult schooling and unattended left-behind children in rural areas. Third, support the development of private education, effectively reduce the burden of public education and make it a useful supplement to public education. The fourth is to speed up the school construction projects that have been included in the planning and entry procedures, and strive to solve the practical problems of related schools as soon as possible.
(3) Policy inclination, supporting the strong and helping the weak. Adhere to "grasping with both hands", continue to grasp the construction of brand schools with one hand, make a long board, give play to advantages and cultivate models; Continue to pay attention to the support of remote and weak schools, fill in the "short board" and make progress and balanced development. Adhere to the inclination of public education funds to remote and weak schools and rural schools; * * * and education departments should formulate incentive mechanisms in the aspects of introduction, deployment, training, professional title treatment and performance salary distribution, explore the establishment of a rotation mechanism for principals and teachers, and promote the overall level of teachers in remote and weak schools.
(4) Strengthen the construction of teaching staff. Third, improve the quantity and quality of recruiting new teachers, pay more attention to the investigation of actual teaching ability in the process of recruiting new teachers, and actively introduce outstanding teachers from outside the county. Further improve the relevant systems, implement the alliance between superior schools and disadvantaged schools, and accelerate the radiation of quality education resources. It is necessary to scientifically and reasonably send excellent teachers to teach in weak schools, and teachers from weak schools to work in high-quality schools. It is necessary to ensure that the advantages of high-quality schools are not diminished, and that weak schools are substantially strengthened to accelerate the balanced development of teachers. Fifth, in view of the current situation of "overstaffed teachers and overstaffed teachers" in the county, we should carry out job-transfer training and adjustment in response to the large base of school teachers caused by merger or shrinking students.
