abstract:
As we all know, as a new national policy, home appliances going to the countryside will inevitably highlight many problems and defects in the early stage of formulation and implementation. Based on this concept, we hope to find out the problems existing in home appliances going to the countryside through investigation, and put forward reasonable suggestions to continuously improve policies. Our "popular" team used the opportunity of summer internship to investigate the progress and existing problems of home appliances going to the countryside in several towns and villages in Tongshan County. We used questionnaires, interviews, interviews and other forms to investigate several towns with significant differences in residents' income, sales and production enterprises that won the bid for home appliances going to the countryside and relevant government personnel. In the process of investigation, we found that there are many problems in the implementation of home appliances going to the countryside in Tongshan County. It is these problems that have greatly affected the smooth implementation of home appliances to the countryside. In view of these problems, we listened carefully to the suggestions and opinions of farmers, enterprises and government officials, consulted the policies and regulations on home appliances going to the countryside, and combined with the local actual situation in Tongshan, formulated reasonable and effective solutions and suggestions, hoping to have certain reference value for the continuous improvement of policies, so that the policies on home appliances going to the countryside can better achieve the purpose of benefiting farmers, enterprises and the country.

The first chapter is introduction.
(1) Activity background
Under the background of financial crisis, domestic household appliance enterprises, especially many small and medium-sized household appliance enterprises, are facing the crisis of survival, and their unsalable exports are limited. In order to cope with this situation, help enterprises get out of the predicament and implement the spirit of the State Council's instructions on promoting home appliances to the countryside, the Ministry of Finance and the Ministry of Commerce put forward the policy idea of financial subsidies to promote home appliances to the countryside on the basis of repeated investigations and studies, so as to activate farmers' purchasing power, accelerate the upgrading of rural consumption, expand rural consumption and promote the coordinated development of domestic demand and external demand. In order to promote this policy steadily, since June 65438+February 2007, pilot projects of household appliances have been carried out in Shandong, Henan, Sichuan and Qingdao, and financial funds of 13% of the sales price of color TV sets, refrigerators (including freezers) and mobile phones have been directly subsidized. The pilot has achieved remarkable results, farmers have benefited, enterprises have won the market, and the government has won the hearts of the people.
On February 1 day, 2009, the promotion of home appliances to the countryside began nationwide. At this time, Jiangsu officially implemented the strategy of home appliances going to the countryside, and the products of home appliances going to the countryside increased from three in the past to ten. In addition to the previously introduced "color TV sets, refrigerators and mobile phones", seven new products, including washing machines, motorcycles, computers, water heaters, air conditioners, microwave ovens and induction cookers, are included in the scope of subsidies, and each household can only buy one product. They enjoy the same state subsidy of 13% as color TV sets and other products. The continuous improvement of the policy of enriching the people will benefit farmers and enterprises in Jiangsu more. Undeniably, home appliances go to the countryside to benefit farmers, enterprises win the market, and the government wins the hearts of the people. Adapting to the development of the times is the right decision. However, the implementation of any new policy is bound to have defects or imperfections. The promotion of home appliances to the countryside has aroused strong repercussions throughout the country, and foreign media are also very concerned. At the same time, people began to worry. Is the national propaganda done correctly? How many farmers know about this policy? How many farmers have mastered all aspects of home appliances going to the countryside? Is the rural infrastructure supporting? Is market management in place? Uncertain factors such as these restrict farmers' purchasing enthusiasm. In addition, due to the differences in rural economic status and market environment in different provinces, different problems will certainly be highlighted in the implementation process of home appliances going to the countryside. For example, the per capita income of farmers in Tongshan Town, Tongshan County is more than 6,000. Can the home appliances that won the bid in rural areas meet the needs of farmers in county towns? The policy of home appliances going to the countryside has just been implemented in Tongshan County for about four months. Is the national publicity in place? How well do Tongshan farmers know about relevant policies? Can after-sales service be guaranteed? How to ensure the timely and simple payment of subsidy funds? Wait, home appliances going to the countryside is a correct orientation, but there are more problems than expected. Without field investigation, the problem may never be found and solved.
(ii) The purpose and significance of the activity
1. Investigate the implementation of home appliances going to the countryside in Tongshan County, and find the problems in the implementation process. Then, combined with the actual situation of Tongshan town, reasonable and feasible solutions are put forward to the problems found, hoping to have certain reference value for the continuous improvement of national policies.
2. Through investigation and publicity, let more farmers know and be familiar with the relevant policies of the state on home appliances going to the countryside, and let farmers better and more actively participate in the activities of home appliances going to the countryside and enjoy the preferential policies of the state.
3. Through investigation, we can reflect the voice of farmers and let enterprises better understand the needs and dissatisfaction of consumers. I hope it will be helpful for enterprises to produce products that meet the needs of consumers and promote the continuous development of enterprises.
4. Enter the society through summer practice, better understand the society, and improve college students' social practice ability and comprehensive quality.
Chapter two, the process and results of the investigation.
(A) the way and content of the investigation
In the two-week questionnaire survey, we conducted a comprehensive and in-depth interview with township government officials, and visited the heads of several production and sales enterprises to investigate the consumption mentality of farmers, understand the current implementation of Tongshan's policy of home appliances going to the countryside, find out the problems in the implementation process, and collect the views, opinions and suggestions of various groups on this policy, so as to promote the continuous improvement of the policy of home appliances going to the countryside, and then make the smooth implementation of home appliances going to the countryside really benefit farmers, enterprises and the country.
First of all, we investigated several towns with significant differences in economic income, such as Liu Xin Town, Tongshan Town and Fangcun Town. The survey method is mainly to interview the relevant person in charge of villages and towns, listen to the economic development of villages and towns, the specific implementation of home appliances to the countryside, and briefly introduce the problems in the implementation of home appliances to the countryside reflected by farmers or discovered by the government. Then we had an in-depth discussion and exchange with the relevant responsible persons of villages and towns on the information we heard and the problems found through the search survey.
During the discussion and exchange, the team members constantly found new problems and new ideas, thus having a deeper and more comprehensive understanding of home appliances going to the countryside. In addition, we also conducted interviews and questionnaires on local farmers and migrant workers in several towns, which well reflected the aspirations of leading consumers of home appliances going to the countryside, and understood the actual situation of the implementation of the policy of "home appliances going to the countryside" and consumers' confusion and expectation for this policy.
Subsequently, we investigated Gome and Changhong home appliances hypermarkets, large-scale sales enterprises of home appliances going to the countryside, and Changhong home appliances hypermarkets with good reputation in the local area. First of all, we held a forum for the relevant leaders of several hypermarkets to listen to their brief introduction on the operation of hypermarkets, the sales of home appliances to the countryside, the problems found in the sales process and the countermeasures taken. Then we conducted in-depth and comprehensive discussions and exchanges with consumers on these issues and their views on enterprises, so as to find deeper problems.
After that, we conducted a questionnaire survey and interview with the sales staff in the supermarket to find out their understanding of home appliances going to the countryside, the problems encountered in the sales process and some problems encountered by farmers and consumers in the purchase process, and found and analyzed the problems from different angles. In addition, we also investigated the manufacturers of home appliances to the countryside. Because there is no successful home appliance manufacturer in Tongshan, we investigated Qianjiang Motorcycle Company, a manufacturer of auto and motorcycle going to the countryside, which can also enjoy state subsidies. We visited the production process of Qianjiang Motorcycle, interviewed the person in charge, and learned its uniqueness except the similarities between automobile and motorcycle going to the countryside and home appliances going to the countryside, as well as the rush and problems caused by it. At the same time, it expresses the continuous improvement and rationality of policy formulation.
Finally, based on the investigation results of farmers, consumers and enterprises, we had a three-hour symposium with the staff of Xuzhou Sales Branch of Sichuan Changhong Electric Appliance Co., Ltd., at which the person in charge introduced to us in detail the implementation of Tongshan household appliances going to the countryside, the reasons, process and possible problems of the state's policy formulation, some new measures that the state will take and possible results. Subsequently, in the interactive session, targeted questions were asked about some problems reflected by farmers and enterprises and the reasons for the deviation reflected by different groups. They also explained our problems one by one very seriously and patiently. The interview with Changhong made us realize the difficulties and limitations of the country in formulating policies. Therefore, the person in charge of Changhong said that the government very much welcomes our college students to help the government investigate practical problems and make suggestions for the country so that the policy of home appliances going to the countryside can be carried out smoothly and effectively.
(B) "home appliances to the countryside" problems and analysis
Through the investigation of farmers, enterprises and government officials, we find that there are many problems in home appliances going to the countryside, some of which are common problems, and some are unilaterally reflected by farmers, consumers, enterprises or the government from their own unique perspectives. It is found that these problems are real, and the following problems are listed and analyzed:
1, insufficient publicity. Many township farmers in Tongshan don't know much about home appliances going to the countryside, so they have a wait-and-see attitude. Through our questionnaire survey and interview, it is found that among the township farmers surveyed, 33.2% don't know the policy of home appliances going to the countryside, 54.6% just heard of the policy of home appliances going to the countryside but don't know much about it, and only 12.2% said they know much about it.
Publicity is the basic prerequisite for the smooth development of home appliances to the countryside. The lack of policy propaganda has led many farmers to misunderstand home appliances going to the countryside: they think that the government is exploiting farmers' money, only stimulating domestic demand for enterprises and not making profits for farmers; Or think that there is something wrong with the quality of home appliances in the countryside, and enterprises raise prices privately under the guise of the policy of "home appliances going to the countryside". There are many reasons for the lack of publicity. According to our questionnaire survey of several township farmers, 37% of the respondents think that the government propaganda is not in place,111%think that it is the enterprise, and 5 1.9% think that they don't know much about home appliances going to the countryside because they don't pay enough attention to it. It can be seen from the survey data that people are more rational when analyzing a problem, and they no longer complain about others. At the same time, the reason may be that Xuzhou's industry is relatively developed, people are busy with their work and don't pay much attention to the news of policy propaganda. At the same time, enterprises and Tongshan county government learned that although Jiangsu's policy of home appliances going to the countryside was promulgated on February 1 day, 2009, it was already April when the document arrived in Tongshan, and it took only about three months to actually implement home appliances going to the countryside. Therefore, the short implementation time is also the objective reason for the lack of publicity.
2. The subsidy procedure is very complicated. At present, the construction of sales outlets in the promotion of home appliances to the countryside can't keep up, the materials are not rented in time, the procedures for applying for subsidies are relatively complicated, and the subsidy period is too long. Many farmers' purchasing enthusiasm has been affected, and they even demand that they do not subsidize as long as the price is reduced. In the three towns we investigated, we conducted a questionnaire survey on farmers who bought or were familiar with home appliances to the countryside. The results show that 42% people think that the subsidy procedure for home appliances to the countryside is complicated, 3 1.2% people think it is complicated, 22.5% people think it is acceptable, and only 4.3% people think that the subsidy application procedure is relatively simple.
According to the policy of home appliances going to the countryside, farmers need to apply for government subsidies to buy home appliances going to the countryside, and declare subsidies to the township finance department where the household registration is located with the original invoice, original ID card (including resident ID card, household registration book or certificate issued by the public security household registration management department), special identification card for subsidized home appliances, buyer's savings passbook and other materials required by the management department. After the preliminary examination, the township finance department shall report to the county-level finance department and the county-level finance department for examination and confirmation, and then distribute the subsidy funds to the farmers' savings account through the bank. However, cumbersome purchase documents, travel expenses, time and energy, and relatively high living standards in Taizhou have led to a decline in farmers' interest in rural household appliances and complaints about policies. This is particularly prominent in the towns and villages we investigated. After buying home appliances to the countryside, local farmers need to apply for a passbook card in the county town and then apply for subsidies from the local township finance department, which has to be tossed back and forth four times. Moreover, because many farmers do not understand the policy and the documents needed to apply for subsidies, they often have to toss and turn several times to get the supporting documents. Some farmers even give up applying for subsidies because of complicated procedures. Although government officials in relevant departments have reported that there is a need for complicated subsidy procedures, and the procedures are closely linked, which can effectively prevent fraudulent compensation, it is imperative to find a balance between the two.
3. The sales of household appliances in rural areas are scattered. According to our survey of Gome, Suning and Changhong hypermarkets, three large-scale home appliance sales enterprises in Tongshan County, the products of home appliances going to the countryside are sold in various brand monopoly areas, and there are no centralized sales areas of home appliances going to the countryside with multiple brands and varieties. In addition, consumers are not clear about the brands and models of home appliances going to the countryside, and consumers can't choose and compare home appliances going to the countryside in a targeted way, which leads to less choices and poor comparability when purchasing, which leads to the decrease of farmers' purchasing enthusiasm.
One of the reasons for this situation is that sales enterprises do not pay enough attention to home appliances to the countryside, and the sluggish sales of home appliances to the countryside cannot arouse the interest of sales enterprises and attract their attention; In addition, in our survey, sales companies reported that due to the limitation of the sales area of hypermarkets, it was impossible to set aside suitable areas for centralized sales of home appliances to the countryside, but they indicated that they would actively consider this issue and make reasonable and effective solutions as soon as possible.
4. Limit the number of household appliances. According to the policy of home appliances going to the countryside, the subsidy for each product per household does not exceed 2 sets (pieces). In our survey, some farmers in North Street reported that their new homes are generally five or six-story buildings. Every room needs to be equipped with household appliances, and multiple similar appliances need to be purchased at one time. But the upper limit of the number of radio stations prevents them from enjoying more subsidies. In Fangcun town with low level of economic development, local farmers generally report that each rural product can only subsidize two sets of household appliances. Some farmers even asked: since the purpose of home appliances going to the countryside is to improve the quality of life of farmers and stimulate domestic demand, why should we set bottlenecks to limit farmers' enthusiasm for buying? In their view, the state should cancel the quantitative limit of subsidies for home appliances to the countryside, so as to better stimulate farmers' purchasing passion and thus better stimulate domestic demand.
5. The products of home appliances going to the countryside are of low grade. At present, the products of home appliances to the countryside are mainly middle and low grade, while the economies of several towns near Tongshan County are relatively developed and the consumption level of residents is relatively high. According to our questionnaire, 52.5% of the township farmers surveyed said they were basically equipped with household appliances, 3 1.4% said they were not equipped yet, but they felt they were all equipped, and 16.438+0% thought they were not equipped yet and needed to buy. It can be seen that nearly half of the local farmers' household appliances are fully equipped or even over-equipped, and the current price of home appliances to the countryside can not meet the psychological needs of local farmers, and can not really stimulate consumers' passion for consumption and then stimulate domestic demand.
Chapter three, activity suggestions.
First, give farmers some information.
One of the purposes of implementing home appliances to the countryside is to benefit farmers, hoping that farmers can improve their quality of life at the lowest cost. But the reality is that many farmers do not enjoy this kind of preferential treatment for various reasons, or even do not want to enjoy it. The government, enterprises and farmers themselves all have certain responsibilities. The government and enterprises decide whether farmers can enjoy subsidies, and whether farmers are willing to enjoy subsidies depends entirely on farmers themselves. So what can farmers do to better enjoy the benefits of home appliances going to the countryside and make home appliances go to the countryside better? According to the survey results and practical experience, we give the following suggestions to farmers, hoping that farmers can better cooperate with the implementation of home appliances to the countryside and enjoy the benefits.
First of all, farmers should take the initiative to understand the policy of home appliances to the countryside. When we conducted a questionnaire survey of farmers in three towns, we found that more than half of the farmers thought they didn't pay enough attention. Therefore, the publicity of home appliances to the countryside did not achieve the expected results. Farmers themselves have a great responsibility. They should not always passively accept information in propaganda, but can take the initiative to understand and understand the policy of home appliances going to the countryside, so that the propaganda of the government and enterprises will get twice the result with half the effort.
Secondly, farmers should believe in national policies, distinguish the authenticity of information, and must not blindly follow nihilistic information. Farmers must first understand the purpose and nature of home appliances going to the countryside. It is a measure for the state to benefit farmers, not as some farmers have reflected. The so-called policy is to exploit people's money and only stimulate domestic demand, regardless of farmers' lives. This understanding is completely wrong. The subsidy for home appliances going to the countryside 13% is a real welfare, and the policy of home appliances going to the countryside is not mandatory. It is entirely farmers' voluntary comparison, selection and purchase of household appliances. In addition, farmers should keep a clear head, distinguish between right and wrong, and find out the essence of the rumor that the state helps enterprises sell their inventory goods in the name of home appliances going to the countryside. They must not listen to the wind and rain, listen to rumors, or even help spread these false information. In addition, there are some problems with home appliances going to the countryside, which farmers should treat objectively, and should not subjectively magnify the problems and disrupt the market order. For example, some media reported that some enterprises sold inventory goods under the banner of home appliances going to the countryside, the product quality was problematic, and the sales enterprises raised prices without issuing invoices. We found that these problems do exist in the investigation, but they are only individual cases. Therefore, these accidental problems should not be blindly magnified, which will only.
In addition, farmers should promptly reflect their opinions and suggestions and supervise enterprises. Farmers, as social citizens, should fulfill their civic obligations, do a good job in the supervision of enterprises selling home appliances to the countryside, and report to the relevant government departments in time if they find that enterprises have illegal business practices, and severely investigate and punish them to purify the market of home appliances to the countryside. In addition, if farmers find any problems in the purchase of household appliances, or find the defects and shortcomings of the current policy of home appliances going to the countryside through personal experience, they should take the initiative to reflect to enterprises or the government and actively provide reference suggestions to solve related problems, help the government improve the policy of home appliances going to the countryside and improve the market mechanism of home appliances going to the countryside, so that farmers can better enjoy the benefits.
Second, the relevant suggestions for enterprises.
1, do a good job of publicity. Whether home appliances going to the countryside can bring expected benefits to enterprises plays an important role in whether the publicity of enterprises is in place at this stage. Enterprises can't just expect the government to publicize the policy of home appliances going to the countryside. The government's propaganda is public welfare, helping farmers understand the policy, while the enterprise's propaganda should be commercial, in order to sell more household appliances and earn more profits. The two are not contradictory and complement each other. In addition to the policy analysis of home appliances going to the countryside, the contents of enterprise publicity should also include the varieties, brands, prices and advantages of home appliances sold by sales enterprises. This is not only the propaganda of policies, but also the propaganda of our own enterprises. Kill two birds with one stone. Why not? Enterprises can publicize in the following ways: (1) through television, newspapers, internet and other media forms. This method is widely publicized and suitable for large-scale sales enterprises. (two) publicity by distributing leaflets and pulling banners. This method is simple, but the publicity scope is small and the effect is not obvious. (3) Publicity in rural areas through caravans. Enterprises can carry some household appliances to some remote rural areas for publicity and sales, and can distribute leaflets, set up exhibition boards, arrange staff to answer questions on the spot and other publicity means. Although the publicity scope is small, the effect is the most direct and effective. (4) store promotion. Publicity can be carried out inside and outside the store by hanging banners, displaying exhibition boards for home appliances to the countryside, and setting up consultation offices for home appliances to the countryside. Home appliance store publicity is also the most direct and effective way of publicity. Customers who meet the requirements after understanding can purchase directly.
2. Ensure reasonable and stable product quality and price. In our questionnaire survey of farmers in three townships, what is the first factor you consider when buying household appliances? Farmers who choose product quality and price account for 45.6% and 23.5% respectively. Therefore, if enterprises want to win farmers' consumption psychology, they must ensure the reasonable and stable product quality and price. This requires sales companies to ensure that the purchase channels are formal and legal, and strictly and carefully screen suppliers; On the other hand, we must not take chances and raise the price of home appliances to the countryside, otherwise we will only shoot ourselves in the foot.
3. Reasonable distribution of sales outlets. The reasonable distribution of sales outlets brings convenience to consumers. Sales enterprises should set up outlets not only in downtown and other prosperous areas, but also in some remote rural areas. Adding new sales channels may require considerable manpower, material resources and financial resources, but a reasonable and comprehensive network layout has a huge positive impact on the long-term development of enterprises. Many successful enterprises have also proved that enterprises that are considered by consumers everywhere will eventually be favored by consumers and get good development.
4, the establishment of home appliances to the countryside product sales area, training home appliances to the countryside full-time sales staff, centralized sales. This not only helps farmers to choose home appliances to the countryside, but also facilitates consumers. At the same time, it also improves sales efficiency, saves costs and brings better economic benefits to enterprises. In addition, the unique logo of home appliances going to the countryside in the sales area will attract consumers with different needs to buy home appliances, which will play an invisible publicity role, and the solution of home appliances going to the countryside sales staff will have a more direct publicity effect. Therefore, this sales method has a positive effect on consumers and sales enterprises.
Third, the government's expectations.
1, the publicity needs to be further strengthened. A large part of the reason why the publicity of home appliances to the countryside is not in place lies in the government. The government can publicize it through the following channels: (1) By issuing documents and paying attention to them step by step, the lower departments are required to do a good job in home appliances going to the countryside, strengthen supervision and not perfunctory. (2) Through media propaganda, the media is a powerful propaganda force in today's society. In our questionnaire survey, how did you learn about home appliances going to the countryside? 63% of the respondents said it was through TV, 8% and 6% said it was through the internet and newspapers respectively. (3) Banners and leaflets are the most direct and effective publicity methods, but they require a certain amount of manpower and material resources. (4) Holding product fairs jointly with enterprises not only saves time and effort and resources, but also increases the feasibility of publicity and achieves good publicity effects that enterprises cannot achieve unilaterally.
2. Simplify procedural subsidies. This is not a local problem, but an urgent problem under the call of the whole society. The government has also noticed this problem and taken some measures. For example, from May 1 day, 2009 to July 3 1 day, 2009, 16 provinces, autonomous regions, municipalities directly under the Central Government and cities with separate plans conducted pilot reforms to simplify subsidy procedures. Cancel the restrictive relationship between the delivery registration of production enterprises and the access of sales outlets, cancel the audit of township finance offices and the redemption of county finance bureaus, and change it to the trial of sales outlets and the redemption of township finance offices. However, the fundamental crux of restricting farmers' enthusiasm for purchasing is that farmers want to get subsidies on the spot, but according to the detailed rules, this desire of farmers cannot be realized, and farmers are likely to have to make several trips to get subsidies after purchasing home appliances to the countryside. In addition, the preferential strength of some household appliances promotion activities is even greater than 13%. Compared with subsidizing complex home appliances to the countryside, farmers are more inclined to promote home appliances. Therefore, while ensuring the safe operation of state funds, the government should try to pay subsidies to farmers on the spot or deduct them directly from products.
3. Improve the product grade and raise the price limit. The variety and grade of home appliances going to the countryside should be determined by considering local economic development, people's living standards, market and other factors. Xuzhou's economy is relatively developed, per capita income is relatively high, and farmers' consumption psychology is relatively high. At present, the products of home appliances going to the countryside on the market can not meet the consumption needs of local farmers well. Appropriately improving the product grade within the scope of state subsidies will better improve farmers' enthusiasm for consumption and stimulate domestic demand.
4. Pay attention to migrant workers and urban low-income households. The government can consider including migrant workers and urban low-income households as beneficiaries of home appliances going to the countryside. Like local farmers, they also need the care and help of the government. According to the characteristics of migrant workers' mobility, we can determine whether they can enjoy subsidies for household appliances according to the length of time they live in their workplaces. For example, migrant workers who have lived in Wenling for more than five years, after purchasing home appliances to the countryside, can apply for subsidies with proof of residence time, rural household registration book, ID card and other relevant supporting materials.
Concluding remarks
More than two weeks of social practice has ended. In this week, we have many experiences that we can't understand on campus. We paid sweat, time and energy, and gained laughter, encouragement and trust. In practice, we have encountered many twists and turns and difficulties, such as the twists and turns in determining the itinerary, the strangeness and ignorance of home appliances going to the countryside, the communication obstacles brought by regional dialects, and the misunderstanding and ridicule of farmers on our behavior, which all make us fear, doubt, pain and embarrassment. However, when Qi Xin worked together to overcome difficulties, a sense of success and pride arose, and the previous hardships and efforts seemed so insignificant. When we finished our trip, we saw a full harvest.
Through the actual investigation, we found that there are still many problems and defects in home appliances going to the countryside. We consulted relevant information, combined with the local actual situation and investigation results in Tongshan, and put forward some effective solutions and suggestions. I hope our suggestions can help the country to improve the policy of home appliances going to the countryside, and also hope that some problems we find can give enterprises a warning, let them realize their own shortcomings and potential threats, understand farmers' consumption psychology and needs, and then produce products that better meet farmers' needs. At the same time, we hope that our actual investigation can make more farmers understand the policy of home appliances going to the countryside, realize the essence and benefits of home appliances going to the countryside, let more farmers participate and enjoy the preferential policies of the country.
