In order to strengthen the ideological and moral construction of minors in our city, further promote the construction and management of the school children's palace in our city, give full play to the role of the school children's palace in enriching the extracurricular cultural life of minors, and promote the comprehensive and healthy development of minors, according to the work requirements of striving for "three consecutive championships" as a national civilized city, As well as the Notice of the Ministry of Education of the Central Civilization Office on Printing and Distributing the Administrative Measures for the Use of Children's Palace in Rural Schools (Civilization Office [211] No.17) and the Implementation Plan of Dongguan Spiritual Civilization Construction Committee on Promoting the Construction of Children's Palace in Schools in the City (East Civilization Committee [211] No.5), combined with the actual situation, we are hereby notified as follows:

1. Strict construction standards

All towns, streets and schools should fully understand the significance of doing a good job in the construction of the school children's palace, and actively promote the construction of the school children's palace from the height of strengthening the ideological and moral construction of minors and promoting the all-round and healthy growth of minors in our city. According to the working idea of active promotion and hierarchical management, we should consolidate and improve the existing children's palaces in schools, complete the full coverage of children's palaces in rural schools, actively promote the construction of children's palaces in urban public schools, and strive to achieve the goal of full coverage of children's palaces in schools in our city. The children's palaces of all schools should be constructed, managed and operated in strict accordance with the requirements of "Dongguan" Construction Standard for School Children's Palace (Trial) "(see Annex 1), and the school children's palace should be built into an extracurricular activity place deeply loved by the majority of minors.

2. Carefully organize and implement, and make steady progress

(1) Formulate a plan to promote the construction of the school children's palace

The publicity offices (bureaus) and education offices (bureaus) of towns (streets) should conduct a comprehensive investigation on the construction of the school children's palace in their own towns according to the requirements of Document No.5 of the East Civilization Committee [211], and on the basis of careful study, actively promote it in strict accordance with the requirements.

While focusing on the construction of children's palaces in rural schools, towns and streets should strengthen guidance for schools that have already built children's palaces in schools, and urge schools to continue to improve their management systems, enrich the content of activities, tap the local cultural characteristics in combination with the construction of campus culture, actively build brand projects of children's palaces, and strive to make existing schools' children's palaces a model for the construction of schools' children's palaces. For public primary schools that haven't built the school children's palace, all towns and streets should actively follow the "Dongguan" School Children's Palace Construction Standard (Trial) ",increase support, and build the school children's palace as soon as possible. All towns and streets should strengthen the construction and management of the school children's palace, strive for full coverage of the school children's palace, and give full play to the role of the school children's palace in the healthy growth of minors.

Third, strengthen organizational leadership and fully implement responsibilities

All towns (streets) should put the construction of school children's palace as an important carrier to improve the comprehensive quality of minors on the important agenda, earnestly perform their duties and promote the construction of school children's palace. Towns (streets) publicity office (bureau) and education office (bureau) should strengthen cooperation, earnestly do a good job in the supervision, guidance and evaluation of the school children's palace, and standardize the construction and management of the school children's palace.
