Article 2 These Regulations shall apply to the selection and configuration, installation, renovation, maintenance, use, maintenance, emergency rescue and related safety supervision and management activities of residential elevators within the administrative area of this Municipality.

Residential elevators mentioned in these Regulations refer to elevators installed and used in residential and commercial buildings. Article 3 The people's governments of cities, counties and districts shall strengthen their leadership over the safety work of residential elevators within their respective administrative areas, and incorporate the funds for the safety management of residential elevators into the fiscal budget at the corresponding level to provide guarantee for emergency rescue and special supervision and inspection of residential elevators. Development zone management agencies shall, in accordance with their duties, supervise and manage the safety of residential elevators in the area of responsibility.

Township people's governments and sub-district offices shall assist the relevant administrative departments to do a good job in the supervision and management of residential elevator safety. Fifth residential elevator users should abide by these regulations and other relevant laws and regulations, establish and improve the safety responsibility system of residential elevators, and ensure the safety of use. Sixth residential elevator related enterprises can establish industry associations, strengthen safety management self-discipline, and promote the construction of industry credit system. Promote the elevator fault monitoring system related data access to the "smart city" big data platform. Eleventh residential elevator installation, renovation and maintenance, should be carried out by the elevator manufacturing unit or its entrusted units with corresponding qualifications.
