According to the Central Committee's Opinions on Selecting College Graduates to Work in Villages (Trial) and the Implementation Measures for Selecting College Graduates to Work in Villages in Jiangxi Province (Trial), it is decided to deploy and carry out the work of selecting college graduates to work in villages in 2009 from now on. The relevant matters are hereby announced as follows.
First, the number of recruitment plans
In 2009, our province plans to recruit 560 people and allocate them to all districts and cities according to the relevant proportion (see annex 1). According to the graduates' directional registration and voluntary reporting, the Organization Department of the Provincial Party Committee and the Provincial Department of Human Resources and Social Security will make overall adjustments.
Second, the recruitment target and conditions
This time, the applicants are graduates of full-time colleges and universities with bachelor degree or above under 30 years old (1born after June 30, 979), party member (including preparing for party member). College graduates who work in villages should meet the following basic conditions:
(a) good ideological and political quality, practical style, hard-working, strong organizational discipline.
(two) good academic performance, with a certain ability to organize and coordinate.
(3) Voluntary work in rural areas.

College graduates who participate in activities such as "Three Supports and One Support" and "Volunteer Service Plan in the Western Region" organized by the Provincial Department of Human Resources and Social Security, the Communist Youth League Committee and other departments, who are willing and have the employment conditions, can be used as candidates after being recommended by the organization. After employment, the candidate's previous volunteer service is terminated.

Fourth, the selection process
The selection and appointment work adheres to the principles of openness, equality, competition, merit-based and having both ability and political integrity, and is carried out through procedures such as voluntary registration, written examination, interview, physical examination, inspection, publicity, employment decision, pre-job training and signing employment contracts.

Free online volunteer registration: Eligible college graduates can register directly on Jiangxi Personnel Examination Network (www.jxpta.com), choose to fill in a volunteer service area and freely choose a test area to take the exam. Online registration time is from 9:00+0 on May 26th to 6:5438+07:00 on May 25th, 2009 (see Annex 2 for specific registration methods). When registering, candidates should fill in the relevant information truthfully. Anyone who practices fraud or does not meet the registration conditions will be disqualified from the examination or employment once found. During the online registration period, the organization department of each district municipal committee will conduct online qualification examination on the application form submitted by the applicant within 24 hours to confirm whether it has passed.
Written test time: 9: 00 am-11:00 am on June 4, 2009. The written subject is "Basic Knowledge of College Student Village Cadres", including current affairs politics, basic knowledge of the Party, relevant rural policies and basic knowledge of the public. All the questions are objective, with a full score of 100, and the examination time of 120 minutes. The written examination work is organized by the Examination Center of the Provincial Department of Human Resources and Social Security, and the Personnel Bureau of each district and city is responsible for the examination work under its jurisdiction. The examination center is located in the location of each district and city. When taking the exam, candidates must bring the admission ticket and valid identity documents; The invigilator verifies the candidate's identity according to the candidate's seating chart (including the candidate's photo and the basic information of the candidate's identity), ID card and admission ticket, and implements invigilation.
The written test results were published on Jiangxi Personnel Examination Network on June 25th, and the list of interviewers and interview time were also published. Candidates can check the written test results through the ID number.
After the written test, the organization department of the provincial party Committee and the provincial department of human resources and social security will draw qualified scores according to the situation. The qualification review shall be conducted by the organization department of each district municipal party Committee, and those who fail to pass the interview shall be disqualified.
After the interview, the organization department of each district and municipal party committee will synthesize the written test and interview results into the total test score by 50% respectively, and determine the participants from high score to low score according to the total test score. Vacancies due to unqualified physical examination and inspection shall be filled according to the total test scores of candidates from high to low after being audited by the organization departments of the districts and municipal committees.
Sixth, the treatment guarantee policy
The college graduates transferred to the village are "special posts of village-level organizations", not civil servants. Work management and assessment shall be carried out with reference to the relevant provisions of civil servants, and management and service work shall be mainly undertaken by township party committees and governments. Personnel files are represented free of charge by the talent service agencies affiliated to the county-level personnel department. The relationship between party organizations was transferred to the village. The selected college graduates have worked in the village for 2 years. After determining the employment target, the organization department of the county (city, district) Committee will sign an employment contract with the employees.
College graduates hired to work in the village enjoy the following policy treatment.
1. During his tenure in the village, the standard of work and living allowance is determined according to the average level of salary allowance slightly higher than that of newly recruited civil servants in township universities in the province after the probation period expires, and it is paid in full and on time by the county (city, district) where he is located; During my tenure in the village, I participated in the new rural cooperative medical system and handled commercial insurance for personal accidents; Issue a one-time resettlement fee. The standard of work and living allowance and insurance premium is 6.5438+0.8 million yuan per person per year, and the one-time resettlement fee is paid at 2,000 yuan per person.
2. Those who have performed well during the employment period and passed the examination at the expiration of the period will have a total score of 10 in the initial examination of college graduate students in the whole province within 5 years, and will be given priority under the same conditions.

Every year, 30%-50% of the positions of civil servants recruited by county and township organs will be targeted to college graduates who have expired in the village and passed the examination. County and township civil servants with outstanding performance can be transferred to municipal authorities.

5. College graduates who have completed their tenure in the village and passed the examination voluntarily stay in rural grass-roots work, the county (city, district) Personnel Bureau and the editorial office shall, jointly with relevant departments, go through the reception procedures and be placed in township grass-roots institutions in a unified way.
6. After being officially employed by the party and government organs, enterprises and institutions, the working time in the village (including the time to participate in the "three supports and one support" and "western volunteer service plan") can be calculated as the length of service and the payment period of social insurance. On-the-job personnel (including those who have implemented personnel and employment agencies or gone through employment procedures in the labor department) can continuously calculate the length of service.
7. After the expiration of the employment period, the college graduates who have been hired to serve in the village may continue to be employed if they pass the organizational examination and I voluntarily. If you do not renew your contract and enter the market for employment, the relevant departments should assist in recommending employment. Self-employed, except for industries restricted by the state, shall be exempted from all administrative fees such as registration, management and license within 3 years from the date of registration by the administrative department for industry and commerce; Can enjoy small loan guarantee or discount and other related policies.
College graduates who fail to pass the examination after the expiration of employment period will not enjoy the above 2-7 treatment and security policies, and will not continue to be employed and find another job.
