Where the appointment of civil servants (including the staff of participating units, the same below) or the staff of appointment institutions (including the establishment) has expired or retired (obtained a diploma after retirement) for more than 3 years, they cannot apply for the targeted recruitment positions of "project personnel" and can only apply for other positions.

(2) The following persons shall not apply:

1. Soldiers;

2. Full-time college, undergraduate and graduate students are studying;

3. Staff of public institutions during the probation period (listed as recruitment targets);

4. Civil servants on probation and civil servants with less than the minimum service period;

5. Political and legal organs recruit and train civil servants who are studying after admission and have not reached the minimum service life;

6. Persons who have received criminal punishment for crimes and have been expelled from public office;

7. Persons who are found to have serious violations of recruitment and recruitment disciplines such as fraud in the recruitment of civil servants or public institutions are prohibited from taking the exam within a time limit;

8. Other persons who are not allowed to be employed as staff members of public institutions as stipulated by laws and regulations. Candidates are not allowed to apply for positions in avoidance relationship after being hired.
