From 1979, Guo Yuanxi began to participate in a series of important activities, such as expanding enterprise autonomy, Shougang Company's contract management responsibility system, Chongqing and other cities' comprehensive reform pilot projects in central cities with cities with separate plans as the main content, the drafting of the "358 Plan" of the State Commission for Economic Restructuring, Panzhihua Iron and Steel Company's investigation, Yibin reform, and the investigation of the reform and development of hilly agricultural counties.
