Legal analysis: (1) The enrollment plan of public schools is mandatory, and all schools must strictly implement it without any breakthrough.

Article 28 Institutions of higher learning that have been approved (or put on record) by the Ministry of Education and are eligible for admission to ordinary institutions of higher learning may, according to the results of the annual filing and examination and approval of specialty settings announced by the Ministry of Education, formulate the principles and methods for the allocation of enrollment plans determined in accordance with the requirements of relevant plan management and enrollment regulations, and adjust and implement their enrollment plans (i.e., enrollment source plans) within the undergraduate enrollment plans and registered enrollment plans of higher vocational colleges (majors) approved by the Ministry of Education.

Article 29 Institutions of higher learning should, according to the needs of China's economic and social development, strengthen the analysis and prediction of talent demand, adjust the professional structure, hierarchical structure and regional structure of enrollment, and independently, scientifically and reasonably arrange the enrollment source plan in combination with their own school-running conditions, employment situation of graduates and the situation of students in various provinces (autonomous regions and municipalities). The relevant instructions in the source plan must conform to the national enrollment policy and school enrollment regulations.
