In order to widely attract outstanding talents from society to serve the military construction, in accordance with the "Regulations on Civilian Personnel of the Chinese People's Liberation Army", "Regulations on the Management of Military Civilian Personnel" and relevant policies and regulations, the Cadre Department of the General Political Department will organize and implement the 2014 Military Regarding the recruitment of civilian personnel, the relevant matters are now announced as follows:

1. Recruitment targets

The recruitment targets for military civilian personnel are graduates of ordinary colleges and universities or their files are stored in talent agency service agencies of socially mobile talents. Among them, graduates from ordinary colleges and universities include fresh graduates and non-fresh graduates. Fresh graduates refer to those who graduated in 2014 and obtained the corresponding graduation certificate and degree certificate before June 30 of that year. Non-fresh graduates refer to graduates who are within the two-year job selection period and have not established a labor and personnel relationship with the employer.

2. Recruitment conditions

(1) Political conditions. Applicants should meet the political conditions for recruiting citizens for active service. Among them, those who are graduates of ordinary colleges and universities should meet the political conditions for the military to accept graduates of ordinary colleges and universities; those who are socially mobile talents should meet the political conditions for conscription.

(2) Academic qualifications. Applicants should have a full-time undergraduate degree or above from a general institution of higher learning. Applicants for teaching, scientific research, engineering, and medical professional and technical positions should also have corresponding degrees; applicants for nursing, art, and sports professional and technical positions should have academic qualifications relaxed to a college degree. .

(3) Qualification conditions. Applicants should have the professional and technical qualifications and vocational qualifications required for the recruitment position. However, general college graduates with a master's degree or below are eligible to apply for junior professional and technical positions, and general college graduates with a doctoral degree are eligible for junior or intermediate professional and technical positions. Yes, corresponding professional technical qualifications and vocational qualifications are not required when applying.

(4) Physical conditions. Applicants should meet the physical requirements required for the military to accept physical examinations for graduates from ordinary colleges and universities.

(5) Age conditions. Applicants who apply for junior professional and technical positions or staff positions at levels 10 and 9 must be no more than 35 years old; applicants for intermediate professional and technical positions or staff positions at levels 8, 7, 6, and 5 must be no more than 40 years old. years old; applicants for senior professional and technical positions or level 4, level 3, level 2, or level 1 staff positions must be no more than 45 years old.

The deadline for calculating the age of applicants is June 30, 2014.

3. Recruitment procedures

(1) Publish recruitment information. The General Political Department Cadre Department released the 2014 military civilian personnel recruitment information to the public at 8:00 on October 19, 2013 through the Chinese People's Liberation Army Professional and Technical Talent Network (Website:, hereafter referred to as the Military Talent Network).

(2) Registration and preliminary review. Applicants should register through the Military Talent Network based on the published civilian recruitment information, fill in their personal information in accordance with the registration process and requirements, and select the hiring unit, recruitment position and examination location. The registration system of the Military Talent Network automatically conducts a preliminary review of the information submitted by the applicants to confirm whether they meet the recruitment conditions. Applicants can pay the registration fee immediately or before the registration deadline using online payment methods, which is RMB 35 per subject. Applicants must successfully pay the fee and print out the registration receipt to be considered valid registration.

The registration period is from 8:00 on October 22 to 18:00 on November 5, 2013.

(3) Recruitment examination. Applicants can print their admission tickets through the Military Talent Network from December 5 to 14, 2013, and use the admission tickets to participate in the recruitment examination organized by the entire military at the designated time and place.

The recruitment examination was held on December 15, 2013. It included public and professional subjects and mainly assessed the comprehensive quality and professional foundation of the applicants. Public *** subjects are the same examination subjects for candidates. Professional subjects are divided into 38 majors in 13 categories including philosophy, economics, law, education, literature, foreign languages ??and literature, history, science and engineering, agriculture, medicine, library and archives, art, and management. Among them, the management category is the professional subjects for candidates to take the examination for non-professional technical positions, and the rest are professional subjects for the candidates to take the examination for professional and technical posts. The examination syllabus for public subjects and professional subjects can be browsed and printed through the Military Talent Network.

Public subject examination time: 9:00-11:00 on December 15, 2013;

Professional subject examination time: 14:00 on December 15, 2013 -16:00.

Applicants can check the examination results and whether they have been confirmed to participate in the physical examination of the employing unit through the Military Talent Network in late January 2014.

(4) Physical examination. The Department of General Affairs and Cadres determines the list of candidates for physical examination based on the ratio of 1:3 between the number of recruits planned by the employing unit and the number of applicants, and based on the recruitment examination scores from high to low. The employing unit will notify applicants who participate in the physical examination of the time, location and precautions at least 7 days in advance. The physical examination is conducted in military medical institutions, and the expenses are borne by the employing unit.

(5) Interview. For applicants who pass the physical examination, the hiring unit will organize interviews.

(6) Determine the pre-selected candidates for employment. The employing unit will determine the pre-selected candidates based on 120% of the planned recruitment number and the total scores in the recruitment examination and interview in descending order, and notify the applicant before April 15, 2014. Applicants can check their interview results through the Military Talent Network in early May 2014.

(7) Political assessment and comprehensive inspection. For pre-selected candidates, the hiring unit will organize political assessment and comprehensive inspection. The political assessment mainly examines political outlook, religious beliefs, compliance with laws and regulations, and major social relationships; the comprehensive assessment mainly examines actual performance, comprehensive quality, and business capabilities.

(8) Determine the candidates to be hired. For pre-selected candidates who pass the political assessment and comprehensive examination, the hiring unit will determine the candidates in equal numbers based on the total scores in the recruitment examination and interview in descending order.

(9) Approval. If the publicity period for the proposed candidate expires and no one raises objections or the reported problems do not affect the employment, the hiring unit shall put forward employment opinions and handle the employment approval procedures in accordance with the prescribed employment approval authority and procedures. If issues affecting employment are reported and verified to be true, the employee will not be hired; if issues affecting employment are difficult to verify at the moment, a decision on whether to hire will be made after verification and conclusion.

(10) Sign an employment contract. The employing unit shall sign a civilian employment contract with the approved candidate before the end of July 2014, and the contract period shall be calculated from August 1.

4. Special Tips
