What is the relationship between FPC design and PCBlayout?

Layout refers to the circuit layout, that is, the so-called "lay board" and "drawing board".

PCBlayout is the circuit layout of hard board, and FPClayout is the circuit layout of soft board.

FPC design engineers may refer more to the next process of circuit layout, that is, "manufacturability design of circuit boards", that is, typesetting and repairing the boards laid by FPClayout engineers to meet the manufacturing process of our factory. Many factories divide this position into "MI/OP" and "CAM". MI(OP) is responsible for process design, internal and external communication, and CAM is responsible for typesetting, line trimming, drawing molds, films and programs.

Simply put, FPC design is the next layout process.
