By analyzing the problems and causes of various forms of fire fighting teams, the "bottleneck" problem that restricts the development of various forms of fire fighting teams is preliminarily put forward.

First, the city's various forms of fire brigade construction status

(a) the basic situation of various forms of fire brigade construction. There are 69 fire brigades of various forms in the city, including 27 full-time fire brigades of enterprises, and the others are all "protection and elimination in one" fire brigades managed by police stations. Only four full-time fire brigades in the enterprise, Balidian, Aerospace 806 Research Institute, Tianhuangping and Changxing Power Plant, have been officially accepted by the public security fire control institutions, and the others have not passed the examination and approval. Except for Balidian and 806 full-time brigade, the other brigades have no independent barracks and can only rely on idle houses in towns, streets, villages and other units, with incomplete basic functions and lack of places for daily fire fighting business training, work, study, life and training.

(two) various forms of fire brigade members and team management. There are 15 19 firefighters in the city, which are basically composed of: first, enterprise employees; Second, relying on the police station is composed of recruiters from towns and streets; Third, the police station consists of police officers, most of whom are local veterans who have joined the work through recruitment, with an annual salary of about 20,000 yuan. The unit buys them pension, medical care, work injury and personal accident insurance.

(3) Fire fighting equipment. There is a big gap in the fire fighting equipment of various forms of fire brigades in the city, and the equipment construction of most teams can not meet the requirements of the construction standards of full-time fire brigades in Zhejiang Province. Mainly reflected in three aspects: First, the vehicle intact rate is not high. Most vehicles are out of service due to insufficient equipment funds (all retired vehicles of the brigade), and the vehicles are seriously rusted; Second, conventional equipment and equipment are insufficient. Except some full-time teams are equipped with 1 hand pump, 2 water guns and limited hoses, they are not equipped with conventional communication, demolition, lighting, climbing and life-saving equipment; Third, there is a serious lack of personal protective equipment. At present, all kinds of fire brigades are equipped with some personal protective equipment, but the quantity can't meet the actual needs, and most teams are not equipped with some personal protective equipment, such as fire gloves, air respirator, call for help and other basic protective equipment.

(4) Financial guarantee. Due to the diversification of team building subjects, the sources of funding guarantee are also different. The government's various forms of fire brigade security funds are mainly paid by local finance at the same level. The township government is responsible for the funds of the "one-in-one" fire brigade, and the county government gives certain subsidies every year. The town team construction funds are mainly borne by the county finance 50%, the town 50%, the township 70% and the township 30%. The enterprise is responsible for the funds of the enterprise team, but the guarantee of the enterprise fire brigade has a great relationship with the economic benefits of the enterprise. In the government (police station) team, relying on the police station to solve the office space, set up office and equipment space.

Second, various forms of fire brigade problems and reasons

On the whole, the construction of various forms of fire brigades in our city has been paid attention to by leaders at all levels, and some achievements have been made, but there are still some problems and deficiencies:

(1) Some local governments and leaders have not paid enough attention to it. Due to the influence of market economy, some leaders unilaterally pursue economic benefits, thinking that various forms of fire brigades, as consuming departments, do not directly create economic benefits, increasing the burden on the government, leading to some towns with poor economies facing downsizing, merger or cancellation; Some towns and villages with better economy have no policy basis and are unwilling to increase investment in various forms of fire brigades, which leads to the lag of team building and development.

(2) The fighting capacity of various fire brigades is weak. First, the team members' fire fighting professional quality is low. There is no good professional fire physical fitness and skill training. Some players have several roles, and also have functions such as public security patrol, unit security, and street health inspection. They are usually busy with work, so they can't attend the training on time, and some just attend the training less, which can't meet the requirements in time, quality and effect. At the same time, due to various reasons, full-time players change frequently, there are many new players, and their professional quality is poor. Second, various forms of fire brigade are slow to send police. Most teams are not equipped with relevant communication equipment, usually the public security fire brigade calls them out after receiving the police, which is inconvenient for dispatching and commanding; The team members are not aware of combat readiness and dress slowly to get on the bus; The team members were so busy that they could not get to the fire at the first time after receiving the alarm.

(3) The scale of the construction team is average, and the equipment needs to be strengthened. Most of the various forms of fire brigades in the jurisdiction rely on the local police station, and the garages and residences are shared with the police station. There is no fire garage and no training ground, and the equipment is just piled up in a random room. According to the minimum equipment standard of urban fire station, there is a big gap between all kinds of equipment. The main manifestations are: some units are not equipped with fire engines, some have exceeded their service life or are poorly maintained, and the vehicle performance is poor; There are few personal and special protective equipment, and conventional equipment is lacking or can not be used normally to varying degrees.

(D) The funding guarantee is not high, and the welfare benefits are low. Business support funds are difficult to reach the designated position and cannot meet the daily operation needs. At the same time, various forms of firefighters are poorly paid, which is incompatible with the economic development level of the whole region, and most of them feel that they have no motivation to work; The work intensity is high, and the players generally think that the amount of labor is not proportional to the labor remuneration; The government did not organize the team members to carry out other skills training, and most of the team members found it difficult to re-employment and their future was bleak. For their own future, many players consider leaving the team to make a living in a few months.

(5) The management is not standardized and the mechanism is not perfect. The management of various forms of fire brigade depends on the internal management of police station and the management of public security fire brigade, among which the internal management of police station is the main one, supplemented by the management of public security fire brigade. In internal management, due to the different attention of each unit, the composition and structure of the team members are different (some team members belong to the police station, some belong to the public security joint defense team and emergency office), and there are widespread phenomena of low management level, imperfect management system, light management and difficult management. District-level fire brigade only has the right of team business guidance, but not the right of construction decision. Therefore, in strengthening team building and implementing fire safety supervision and management regulations, they are often greatly discounted, and some even do not implement them. Due to these problems, the team management is chaotic, the work is not actively carried out, and the quality of task completion is not high, which can not effectively play the due role of various forms of fire fighting teams.

Three, some suggestions to promote the construction of various forms of fire brigade

In order to effectively solve the above-mentioned shortcomings, we will further give play to the role of various forms of fire teams and ensure the goal of "small fire does not leave the village, medium fire does not leave the town, and the fire is controllable". Local governments should truly take the construction of various forms of fire fighting teams as an important livelihood project and practical project, give a certain tilt in policies and financial resources, not owe new accounts, make up old accounts quickly, and give full play to the role of "building, training, managing and using" various forms of fire fighting teams.

The first is to establish a long-term funding guarantee mechanism. All localities should incorporate the daily expenses of office, training, fire fighting and rescue and other personnel's wages and benefits of various fire brigades in towns and villages into the fiscal budget at the same level, and ensure a certain growth rate every year, which is compatible with local economic development and fire fighting and rescue tasks. According to the construction standard of full-time fire brigade in Zhejiang Province, the training site will be implemented, and business rooms and auxiliary rooms will be built. In order to meet the actual needs of fire fighting and rescue, fire engines and pumps are purchased respectively, and fire fighting, emergency rescue, communication and personal protective equipment such as hoses, water guns, combat uniforms, air pagers and 350 MHz communication are equipped to ensure that the equipment construction of various fire brigades can meet the minimum requirements of initial fire fighting and rescue. Towns with tight funds can establish full-time fire brigades by co-constructing with enterprises. They can also mobilize and encourage local enterprises, institutions and individuals to raise funds through donations, giving away vehicles and equipment, and sharing operating expenses. At the same time, encourage, supervise and guide local petrochemical enterprises or large enterprises with the strength to build teams to invest in the establishment of full-time fire brigades of their own enterprises, and further strengthen the strength of various fire brigades.

The second is to effectively improve the welfare level of firefighters in various forms. All localities should clarify the establishment and affiliation of various forms of firefighters, raise their wages according to the local economic development level and the actual work situation of firefighters, and ensure that the wages of various forms of firefighters are slightly higher than the average wage level. The contract stipulates that the legitimate rights and interests of players in working hours, remuneration, medical insurance, rest and vacation should be guaranteed, and their wages, benefits and social insurance benefits should not be lower than the average level in the same period and region. All localities should also strengthen the vocational skills training of firefighters in various forms, provide guarantee for the re-employment of firefighters, and eliminate the worries of full-time firefighters.

Third, we must earnestly do a good job in the daily management and education of various forms of fire brigades. Towns, enterprises and administrative villages should further improve the daily system of team management and strengthen duty preparation, equipment maintenance, business training and safety management; Establish a standardized combat readiness duty system, regularly organize personal skills, physical fitness, actual combat tactics and collaborative training, and strengthen the familiarity and maintenance of road water sources in the jurisdiction. All localities should organize and carry out various forms of fire brigade competitions at least once a year, and promote the business training and construction of various forms of fire brigades through competitions.

Fourth, we should further strengthen the guidance of various forms of fire fighting teams. Governments at all levels should coordinate with relevant departments, provide human, financial and material support while caring for and strengthening the construction of various forms of fire fighting teams, especially in tax reduction and exemption, compensation for fire fighting expenses, employment and social security, so as to create favorable conditions for the benign development of various forms of fire fighting teams. Public security fire control institutions at all levels should, in accordance with the relevant provisions of the Fire Protection Law of People's Republic of China (PRC), earnestly strengthen the guidance of various forms of fire control business, strengthen the implementation of various systems such as team management and duty preparation, and improve the standardization and regularization level of various forms of fire control teams. Government departments at all levels should often go deep into the ranks, carry out investigations and studies, strengthen coordination and communication among departments, solve some practical difficulties within the ranks, attach importance to and find ways to promote the long-term construction and development of various forms of fire fighting teams, and ensure that various forms of fire fighting teams play a substantive role.
