In the implementation of the community policing strategy, with the goal of creating a "safe and harmonious community" and the means of consolidating the community policing platform, the community policing work has been effectively promoted through a series of measures, such as establishing the community policing operation mechanism, paying close attention to the software and hardware construction of the police office, standardizing the work system, and integrating prevention and control resources. The role of community police office in maintaining social order, serving the masses and cracking down on crimes has been effectively brought into play, laying a solid foundation for public security organs to firmly grasp the initiative of social security prevention and control.

First, the status quo and effectiveness of community policing

There are 8 policemen in our hospital, with a management area of square kilometers. There are *** 15 village committees, households and people in the jurisdiction, and two police offices have been established, each with 1 full-time community police. The construction of the police office has achieved four unifications: first, the external signs of the police office are standardized and unified; Second, the contents of police affairs publicity in the police office are standardized and unified; Third, the rules and regulations and responsibilities of the police office are unified; Fourth, all kinds of software and hardware infrastructure and standards of the police office are unified. Since the police office was put into operation, it has quickly received obvious results. First, it has won the support of the village Committee. Village cadres generally reflect the cooperation of police officers, who are confident and strong. Second, it has been well received by the community. The masses have said that the police are always around, which facilitates our work and enhances our sense of security. Third, it has been affirmed by community units and industries. The density of police patrol, prevention, inspection and management has increased, reducing conflicts and disputes in the community, reducing cases and improving public security.

Second, grasp the main methods of community policing construction.

First, actively strive for the attention and support of the party Committee and government, the district public security bureau and the village Committee to ensure the input of manpower, material resources and financial resources. Our hospital has carefully formulated the scheme, measures and topics for implementing the community policing strategy, and made a special report to the branch party committees, township party committees and governments.

Second, according to the principle of "conciseness, standardization, rationality and effectiveness", we should pay close attention to the software and hardware construction of the community police office, so that it can truly become the "frontier position" and "service platform" of the police station.

Third, a complete set of quantitative assessment methods for community policing objectives has been established, forming quantitative indicators of various community policing work, and combining with monthly, quarterly, semi-annual and year-end assessments, it is strictly linked to the political and economic treatment of community police, prompting them to take root in the community and actively cultivate "responsibility fields".

Fourthly, a set of perfect and comprehensive community policing operation mechanism has been established, which further clarifies the post responsibilities and standardizes the policing operation of community police.

Fifth, the community police are required to patrol, prevent and control in community organizations, actively carry out community group prevention and treatment, and strictly implement various safety precautions. Village cadres and village voluntary patrols led by community policing organizations carry out community security patrols by combining "internal patrols and external patrols" with "key time periods, road sections and comprehensive patrols". Keep a close eye on the temporary and important working objects in the community, strengthen the collection of basic information, strictly implement control measures, make full use of the role of the plenary session of the police office, increase the publicity of community prevention, set up a unified "police bulletin board", and insist on issuing a weekly "police bulletin" and "case-solving bulletin" to carry out preventive warning publicity, so that the masses can understand the public security environment and improve their self-prevention awareness and ability. At the same time, the community police will take the initiative to ask for advice, solicit opinions and suggestions from units and industrial sites under their jurisdiction, and form a good situation for building a safe community.

Third, the main problems existing in the current community policing work

First, there is a shortage of funds for police construction, and the investment of the Party committee and government is limited, resulting in insufficient infrastructure, imperfect functions, backward office, transportation, communication and other conditions, and it is difficult to ensure sensitive and efficient operation.

Second, the police force in the community police office is thin, there is no auxiliary police, the police work is heavy, the pressure is high, and the political and economic treatment is low, which leads to the low enthusiasm and initiative of the police.

Third, the total number of police officers in police stations is insufficient, the work of dealing with emergencies and mediating contradictions and disputes is arduous and arduous, various political, economic and cultural security activities are frequent, various special actions are constantly carried out, a large number of public security and criminal cases are investigated and dealt with, and various cases are complicated, which often makes it difficult for police stations to manage, and the police force is stretched, which requires frequent deployment of community police forces to deal with it, which makes it difficult for police in various districts to really settle down to the community to implement prevention, management, control and work with peace of mind.

Fourth, some community security mediation organizations exist in name only, and it is difficult to play a real role. Some units pay one-sided attention to economic benefits and work achievements, but the leaders pay attention to the comprehensive management of social security. The list is written on paper and the system is hung on the wall, but it is not really managed. If problems are found, they will not be reported, and if they encounter contradictions, they will shirk. They don't really care about their doors and manage their own people. The phenomenon of "looseness, weakness and paralysis" in group defense organizations such as public security and mediation is more prominent.

Fifth, the comprehensive quality of some community police is not high, the masses' working ability is poor, they lack in-depth and meticulous style and hard-working spirit, and they have not really integrated into their daily service work. On the working method, simple,

Rigid, superficial and not close to the masses. In terms of work content, the masses are required to do more and take the initiative to share their worries and solve problems for the masses. In terms of work attitude, he is superficial, perfunctory, not serious and responsible, and does not work hard, which leads to unclear basic information of the community, invalid intelligence information, out of control of the management of the work object, and unable to play the role of sentry and scout.

IV. Countermeasures for further promoting community policing

First, strive for the attention and support of the Party committee and government, establish a good policing guarantee mechanism, increase the investment of people, money and materials in community policing, vigorously improve the working conditions of the police office, recruit security guards or neighborhood Committee cadres as full-time coordinators to enrich the police office, strengthen the community policing force, implement the political and economic treatment of the police and coordinators, and create an officer environment that keeps people in mind.

The second is to enrich and strengthen the police force of the police station to ensure that the community police in the police station can really sink into the community and concentrate on their work.

Third, pay close attention to the training of community police, practice the basic skills of community policing, and cultivate the ability and level of doing mass work well.

Fourth, further improve the operation mechanism and performance evaluation mechanism of community policing. Community police should not take part in the duty of the police station, do not participate in police activities outside the community, concentrate on working in the community, and establish a series of rules and regulations for community police work, so that all police work in the community has rules to follow. At the same time, it is necessary to establish a scientific performance appraisal mechanism, fully mobilize the enthusiasm, initiative and creativity of community police, and make the crackdown on solving crimes and basic work, professional work and mass work run in an all-round and balanced way.

Fifth, fully tap community resources and build a community prevention system. On the one hand, it is necessary to enhance the awareness of community residents' voluntary auxiliary police and strengthen the standardized management of full-time joint defense team members and voluntary patrol team members; On the other hand, enterprises and institutions within the jurisdiction should fully implement civil air defense, physical defense and technical defense measures, establish vertical and horizontal defense, joint management and defense defense network with streets, facades, industries and places, fully tap community resources, and establish a sensitive and efficient three-dimensional community security prevention and control system.
