What do Shanghainese mean by "hard drive"?

Shanghai people usually regard Chinese people outside Shanghai who are unqualified and do not know how to do as the locals do, as country people - the so-called "hard people".

Although hard disk people are generally believed to refer to outsiders (relative to Shanghai), not all non-Shanghai people are considered hard disk people.
