The main responsibilities of Wenzhou Human Resources and Social Security Bureau

(a) to implement the principles, policies, laws, regulations and rules of the party, the state and the province on human resources and social security; Draft normative documents on human resources and social security, formulate corresponding policies and implementation measures, and organize implementation, supervision and inspection.

(two) responsible for the preparation of the city's human resources and social security development plan, formulate the personnel system reform plan, labor and social security system reform plan and organize their implementation; To prepare the personnel plans of the city's organs and municipal institutions, and supervise and inspect the implementation of the plans; Responsible for the statistics of human resources and social security in the city.

(three) comprehensive management of the city's talent development work, in conjunction with the relevant departments to formulate and implement the city's talent development strategy, planning and comprehensive policies; Responsible for guiding and coordinating the organization and implementation of talent selection, training and introduction projects in the city; Formulate human resources market development planning and human resources flow policy, establish a unified and standardized human resources market, and promote the rational flow and effective allocation of human resources.

(four) responsible for promoting employment and entrepreneurship; Formulate employment development plans and policies for coordinating urban and rural areas, and improve the public employment service system and employment assistance system; Take the lead in formulating employment and entrepreneurship policies for college graduates, and be responsible for employment and entrepreneurship guidance and services for college graduates; To formulate and organize the implementation of unemployment insurance policies; Establish and improve the prediction, early warning, monitoring and analysis system of employment and unemployment, and keep the employment situation stable; Improve the vocational skills qualification system and make overall plans to establish a vocational skills training system for urban and rural workers.

(five) responsible for coordinating the construction of urban and rural social security system; Formulate policies and standards for urban and rural social insurance and its supplementary insurance, and gradually improve the overall level of funds; To formulate the renewal policy of the city's social insurance relationship; To formulate, jointly with relevant departments, measures for the administration and supervision of social insurance funds, municipal transfers of social insurance funds and supplementary social insurance funds, and organize the preparation of the draft budget and final accounts of social insurance funds; Organize the implementation of social insurance fund forecasting and early warning analysis, and formulate countermeasures; Manage social insurance agencies and be responsible for the construction of social insurance service system; Responsible for the review and filing of all kinds of supplementary insurance related contents.

(six) in conjunction with the relevant departments to formulate policies for the distribution of wages and income of personnel of government agencies, enterprises and institutions, and establish a mechanism for the normal growth and payment of wages of personnel of government agencies, enterprises and institutions; To formulate welfare and retirement policies for personnel of government agencies and institutions; Promote the socialized management of enterprise retirees; Formulate policies for the management of total wages and wage plans of institutions directly under the municipal government, be responsible for the management and audit of personnel and total wages of institutions directly under the municipal government, and be responsible for the macro-control of wages of enterprise employees.

(seven) in conjunction with the relevant departments to guide the reform of institutions and personnel system in the city; To formulate management policies for personnel of public institutions and government functionaries; Comprehensive management of the employment, assessment, training, rewards and punishments, open recruitment and post setting management of personnel in public institutions; Entrusted by the Municipal Party Committee and the Municipal Government, it shall, jointly with relevant departments, implement personnel management of municipal state-owned operating companies.

(eight) to formulate policies for the management and continuing education of professional and technical personnel; Take the lead in deepening the reform of professional title system and organize the implementation of vocational qualification system; Responsible for the qualification evaluation and qualification examination of professional and technical personnel; Centralized management of Wenzhou postdoctoral and international students; Formulate policies to cultivate and motivate high-skilled talents; In conjunction with relevant departments, formulate training and incentive policies for rural practical talents.

(nine) to be responsible for the intellectual work of introducing talents from outside the city (territory) and formulate the intellectual policy of introducing foreign talents in the city; Responsible for the management of foreign experts and experts from Hong Kong, Macao and Taiwan in this Municipality; Centralized management of the city's overseas (border) training; To be responsible for promoting the intellectual exchange and cooperation of talents outside China (territory); Responsible for organizing the selection of "Yandang Friendship Award".

(ten) in conjunction with the relevant departments to formulate resettlement policies and resettlement plans for demobilized military cadres, and organize the implementation according to the management authority; Responsible for the education and training of demobilized military cadres; Responsible for the implementation of the stability policy of demobilized military cadres in some enterprises; Responsible for the management and service of demobilized military cadres who choose their own jobs.

(eleven) responsible for the comprehensive management of civil servants in the city's administrative organs; Improve the civil service system in conjunction with relevant departments; Formulate policies on personnel deployment and special personnel placement; To formulate and implement the honor system and government reward system of this Municipality in conjunction with relevant departments; Organize the assessment of government civil servants; Entrusted by the municipal government to manage the Municipal Administration College; To undertake the personnel appointment and removal procedures of the municipal government.

(twelve) in conjunction with the relevant departments to formulate comprehensive policies and plans for the work of migrant workers, promote the implementation of relevant policies for migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.

(thirteen) to formulate the labor and personnel dispute mediation and arbitration system and labor relations policy, and improve the coordination mechanism of labor relations; Formulate policies to eliminate illegal use of child labor and special labor protection policies for female workers and underage workers; Formulate and improve the working hours system and employee vacation system; Organize and implement labor inspection, coordinate workers' rights protection work, and investigate and deal with illegal cases according to law.

(fourteen) to undertake other tasks assigned by the municipal government.
