Measures for the Administration of China Pigeon Association

Article 1 In order to strengthen the management of homing pigeon activities in China and promote the healthy and orderly development of homing pigeon activities, these Measures are formulated in accordance with the Sports Law of the People's Republic of China and relevant state laws and regulations.

Article 2 These Measures shall apply to homing pigeon activities in China.

Article 3 The Social Sports Guidance Center of the State Sports General Administration is in charge of the national homing pigeon activities and entrusts the China Pigeon Association to organize and implement them.

Article 4 The local sports administrative departments at all levels (including the institutions authorized by the people's government to manage sports work, the same below) shall manage carrier pigeon activities within their respective administrative areas.

Article 5 An administrative region can only declare the establishment of a homing pigeon association (including provincial, municipal, district and county levels). Without the approval of the sports and civil affairs departments, no unit or individual may set up a homing pigeon activity association without authorization.

Article 6 The sports administrative departments at all levels shall care for and support the carrier pigeon activities, and create necessary conditions for the carrier pigeon association and its members to train pigeon racing and carry out various activities.

Pigeon competitions and activities

Article 7 To represent China in the international homing pigeon competition, it must be organized by the Social Sports Guidance Center of the State Sports General Administration and implemented by the China Pigeon Association.

Eighth national and international (including Taiwan Province, Hongkong and Macau) pigeon race (including public shed race) held in China must be reported to the State Sports General Administration for approval. Without approval, no competition may be held in the name of "country", "China" or "international".

Article 9 To hold a homing pigeon competition across provinces and cities, an application must be submitted to the sports administrative department of the place where it is held, and the sports administrative department of the place where it is held is responsible for examination and approval and management.

Article 10 Carrier pigeon competitions held within the administrative areas of provinces, autonomous regions and municipalities directly under the Central Government shall be examined and approved and managed by the corresponding local sports administrative departments.

Article 11 If a homing pigeon competition is held by collecting the registration fee, the proportion of bonus expenditure shall not be less than 30% of the total registration fee.

Article 12 The exhibition of homing pigeons must be approved by the local homing pigeon association and reported to the local sports administrative department for approval.

Thirteenth national and international exhibition and auction of homing pigeons must be approved by the local provincial sports administrative department, and reported to the State Sports General Administration for the record, and conducted by a franchise auction institution approved by the public security department.

Article 14 Income and bonuses from pigeon racing activities must be taxed according to law.

Referee

Fifteenth referees must accept the leadership and supervision of the local sports administrative department and the pigeon association, and strictly abide by the referee discipline.

Sixteenth without the selection of China Carrier Pigeon Association and its affiliated carrier pigeon association, the referee shall not participate in the referee work of carrier pigeon competition without authorization.

Seventeenth in addition to the international and national competitions organized by the China Pigeon Association, it is necessary to second national referees to hold pigeon competitions, which must be approved by the China Pigeon Association and uniformly selected by the Association.

Article 18 The Competition Committee responsible for organizing the competition shall review the registration of referees' certificates before the competition. If it does not meet the requirements, the Competition Committee shall immediately stop its referee work.

Nineteenth without the approval of the corresponding first-class carrier pigeon association, the referee who has not served as a referee for two consecutive years and participated in the study, training and assessment shall revoke the title of first-class referee.

Twentieth to participate in the municipal competition, should be responsible for filling in the referee's handbook, including the referee's job and assessment, and sign or seal.

Article 21 The referee punished by the competition division shall be marked on the referee certificate by the competition referee.

Operation organization

Twenty-second business organizations refer to carrier pigeon organizations named after carrier pigeon breeding sheds, pigeon racing sheds, clubs, centers and bases, which are for business purposes.

Without the approval of the corresponding sports administrative department at the next higher level, the above organizations shall not be named as "World, International, China, China, National, Provincial (District, City)".

Twenty-third local carrier pigeon associations at all levels shall, within the scope of their respective duties, manage, supervise and guide the carrier pigeon business organizations.

Article 24 China Carrier Pigeon Association is responsible for grading carrier pigeon sheds (including centers and bases) and operating institutions, and conducting qualification certification and specific management for carrier pigeon project employees (including coaches and managers).

Equipment and equipment

Article 25 China Carrier Pigeon Association shall order carrier pigeon foot rings, foot ring certificates, awards and homing certificates in a unified way, and distribute them step by step. No other unit or individual may copy or sell it.

Twenty-sixth China Pigeon Association is responsible for the identification, approval and use of pigeon racing clocks. Pigeon bells without the approval of China Pigeon Association shall not be used in competitions.

Twenty-seventh aerial rangefinder GPS and competition application software are designated by China Pigeon Association.

international remittance

Twenty-eighth without the approval of the China Pigeon Association, no unit or individual may contact overseas pigeon organizations without authorization to visit and participate in competitions in teams.

Article 39 No foreign investment or commercial activities may be conducted in the name of China Pigeon Association.

Thirtieth bilateral competitions and exchange activities with overseas sister cities must be reported to the local sports and foreign affairs departments for approval before implementation.

News and advertising

Thirty-first without the approval of the press and publication department, no unit or individual may publish and distribute professional periodicals and magazines of carrier pigeons without authorization.

Thirty-second "internal materials" used for the internal guidance and information exchange of this association shall not be charged for work, shall not be advertised, and shall not be distributed in the society.

Article 33 The publication and release of advertisements related to homing pigeons shall provide authentic, lawful and effective certification documents. Advertisements involving competition results and pigeon racing must have the certificate of pigeon association at or above the county level, competition transcripts, award-winning certificates, etc.

Article 34 The publication of the following advertisements and contents must be approved by the China Pigeon Association:

(1) Advertising for exhibition and auction of carrier pigeons;

(2) Advertising of special timing equipment (pigeon clock) for homing pigeon competition;

(3) Rules, information and achievements of public shed competitions and club competitions;

(4) resumes and interview advertisements;

(five) Hong Kong, Macao and Taiwan carrier pigeon organizations, figures and other news reports;

(6) Other contents that should be approved by China Pigeon Association.

Thirty-fifth enterprises or individuals who publish advertisements must fill in the advertisement registration form and bear legal responsibility.

Article 36 The advertising content of pigeon racing and other activities must be true and healthy, and participants and members of the association shall not be misled or deceived.

Article 37 Pigeon Association and its members should consciously do a good job in health and quarantine of pigeon training, regularly clean pigeon houses, regularly carry out epidemic prevention cleaning and disinfection, regularly train and fly racing pigeons, and regularly vaccinate.

Thirty-eighth pigeon houses and pigeon houses shall be built in accordance with the municipal planning and the provisions of the pigeon association.

Article 39 The import and export of homing pigeons must go through the formalities with the national animal and plant quarantine organ.

Reward and punishment

Fortieth associations, units and individuals that have made outstanding contributions to the carrier pigeon cause shall be commended and rewarded by the China Carrier Pigeon Association and reported to the State Sports General Administration.

Article 41 If an operating institution engaged in homing pigeon activities violates the regulations and is under any of the following circumstances, homing pigeon associations at all levels shall be punished by warning, informed criticism, prohibition of competition and cancellation of membership according to the seriousness of the case:

(a) engaging in pigeon racing activities without the approval of the sports administrative department;

(2) engaging in activities that are inconsistent with the purpose and purpose of the articles of association;

(three) profiteering in the name of holding competitions and activities, practicing fraud, and harming the interests of members;

(four) engaged in illegal business activities, disrupting the normal order of homing pigeon activities.

Forty-second referees in violation of these provisions, under any of the following circumstances, carrier pigeon associations at all levels can give a warning, cancel the referee's qualification, stop the referee's work for two years, cancel the referee's technical grade title and stop the life-long referee's work according to the seriousness of the case.

(a) to participate in the competition referee work without approval;

(2) Disobeying discipline, unfair law enforcement and obstructing justice in law enforcement during the work in the competition area;

(three) the referee has obvious mistakes, causing adverse effects.

The penalty for referee on the spot shall be decided by the competition committee according to the current situation. Penalties for stopping the referee's work for two years, revoking the title of referee's technical grade and stopping the referee's work for life shall be reported to the referee's examination and approval unit for approval by the competition Committee, and the examination and approval unit shall issue a notice.

Forty-third units and individuals engaged in homing pigeon activities in violation of the provisions of any of the following circumstances, homing pigeon associations at all levels can be given a warning, informed criticism and cancel their membership according to the seriousness of the case:

(1) Publishing or advertising without approval and valid certificates;

(2) Participating in pigeon racing and activities held abroad without approval;

(3) Ordering and using special rings and other rings used by the Association without authorization.
