Measures of Lianyungang Municipality on the Administration of Water Conservancy Projects
City and county (District) water administrative departments shall be responsible for the supervision and management of water conservancy projects within their respective administrative areas. The main responsibilities are: responsible for the management, maintenance and conservation of water conservancy projects within the jurisdiction; Organize the preparation of regional comprehensive water conservancy planning, formulate river regulation and water conservancy project construction plans and organize their implementation; Review the comprehensive development and utilization planning of water conservancy projects; Establish and improve the water administrative supervision network, and investigate and deal with violations of water laws and regulations according to law; Set up water conservancy project management institutions according to management needs; Responsible for the collection, use and management of water conservancy project related expenses; To examine and approve all kinds of construction projects and plans to engage in related activities within the scope of water conservancy project management; Perform other tasks assigned by the people's government at the same level and the higher water administrative department.

Township people's governments and sub-district offices shall, in accordance with the prescribed duties, strengthen daily inspections, stop illegal acts, and do a good job in river maintenance, dredging and cleaning. 1. Management scope of river dikes in the basin
(1) Xinshu River: 20m away from the backwater slope toe.
(2) Xinyi River: 30 meters to 50 meters outside the backwater slope toe of Guanyun section.
(3) Tongyu River: five meters outside the backwater slope foot of Guannan section.
Guanyun section is five meters away from the foot of backwater slope, and the estuary without dike is ten to forty meters.
Haizhou section backwater slope toe to intercepting ditch mouth.
Fifteen meters outside the backwater slope toe from Xinshu River to Qingkou River in Ganyu, and ten meters outside Dawenzhuang Flooding Station from the backwater slope toe of Qingkou River.
2. The management scope of regional backbone rivers and municipal management backbone river dikes.
(1) Lianglong River: the backwater slope of the dike section is 15m away from the toe of the dike, and the estuary of the dike section is 5m.
(2) Shi 'an River: toe of backwater slope 15m.
(3) Rose River: ten to twenty meters away from the backwater slope foot.
(4) Xiuhuazhen River (right bank) and Wanglonghe River: foot of backwater slope 15m.
(5) Qingkou River: outside backwater slope toe 15m (5m outside backwater slope toe in urban area).
(6) Bo Gu Yubo River: five to ten meters outside the backwater slope foot.
(7) Wuguan River: There is a dike foot with water gradient, and the estuary without dike section is 40 meters outward.
(8) Guanhe River, Yize River, Zhangwu River, Yifan River, Yanhe River (Guannan Section), Chaimi River, Chainan River, Beiliutang River and Nanliutang River: 5 meters outside the backwater slope of the dike section and 50 meters outside the estuary of the dike section.
(9) Shaoxiang River, Dabu River, Dongyanhe River and Paidan River: 5 5- 10/0m outside the toe of the dike with backwater gradient and 30-40m outside the estuary without dike.
(10) South section of Shaoxiang: 5m to10m outside the embankment with back water slope, 30m to 40m outside the estuary without embankment (the boundary is the outer mouth of the river bank if there is a drainage ditch, and the boundary is the extension line of the outer mouth of the drainage ditch on both sides if there is no drainage ditch).
(1 1) Dapuzi River: It is bounded by the ditch mouth outside the drainage ditch on both sides of the river (the river without drainage ditch is bounded by the extension line outside the drainage ditch mouth).
(12) Shuxin River (including Shuxin Canal): outside the backwater slope toe 15m, with the outer estuary along the embankment.
(13) Weilong River: the estuary is five meters outward.

On the premise of taking necessary engineering measures to ensure the safety of flood control, the management scope of backwater main dike is not less than five meters outside the dike foot.
(2) Management scope of sluice and pumping station
1. Large sluice and pumping station: 500m to1000m for upstream and downstream rivers and dikes respectively; About 100 meters to 300 meters each.
(1) south gate and north gate of Liang Shi River Reservoir: downstream of the gate 1000 m.
(2) Jiangzhuangman Sluice: 500 meters upstream of Zuo Di, where the upstream right dike meets the management scope of Moshanhe Sluice; 500 meters downstream; The left and right sides are 20 meters away from the toe of Xinshu River embankment.
(3) Lin Hong sluice: 500m upstream of the right dike and100m south of the Zuo Di-Wulong River dispatching sluice; Downstream right dike to Lin Hong East Station boundary, Zuo Di to Lin Hong West Station boundary; The left and right sides are 20 meters away from the toe of Ross River embankment.
(4) Tidal sluice (including drainage sluice) of Sanyo Port: 500m upstream and 500m downstream of riprap scouring trough; The left and right sides are 20 meters away from the toe of Xinshu River embankment.
(5) Taipingzhuang Gate: 50 meters to the right bank in the west and upstream of Shunan Gate, and 50 meters from Zuo Di to Shubei Gate; One kilometer downstream; The left and right sides are 20 meters away from the backwater slope foot of Xinshu River.
(6) Lin Hong East Railway Station (including Tai Po Station): the right embankment on the water intake side1800m, and Zuo Di1600m; The water outlet side starts from the end of the wing wall and flows downstream for one kilometer; The left side is connected with the management scope of Lin Hong Sluice, and the right side ends at the foot of Zuo Di of Dapu River.
(7) Lin Hong West Railway Station (including the self-discharging sluice of Wulong River): 500 meters on the intake side, 20 meters on the left side of Xinshu River bank foot and 200 meters on the right side of Xinshu River bank foot.
(8) Irrigation of Hebei Pumping Station: the water intake side is adjacent to the management scope of irrigation culvert; From the water outlet side to the traffic bridge 1; The left estuary is ten to twenty meters outward; The right estuary is 70 to 80 meters outward.
2. Medium-sized sluices and pumping stations: the upstream and downstream rivers and dikes are 200 to 500 meters each; 50 meters to 200 meters left and right.
3. Small sluice: the upstream and downstream rivers and dikes are 50m to 500m respectively; 20 meters to 100 meters left and right.
(3) the scope of reservoir management
1. Large reservoir: the reservoir area below the flood level, the dam and its two ends are 80 meters to 200 meters each, and the backwater slope of the dam is outside the dam foot 150 meters to 200 meters.
(1) Liang Shi River Reservoir: the check flood level is 27.95m (elevation datum of the abandoned Yellow River, the same below), 200m outside the backwater slope toe of the dam and 200m at both ends of the dam.
(2) Xiaotashan Reservoir: Check the flood level at 37.3 1m, 200m outside the toe of the dam back slope, 200m at both ends of the dam and all the mountainous areas of Xiaotashan.
(3) Anfengshan Reservoir: Check the flood level 18.67m, which is 200m away from the backwater slope toe of the dam and 100m at both ends of the dam.
2. Medium-sized reservoir: the reservoir area below the flood level, the dam and its two ends are 50 to 80 meters each, and the backwater slope of the dam is outside the dam foot 100 to 200 meters.
3. Small reservoirs: 30-50m below the check flood level of small (1) reservoirs, 30-50m at the dam and its two ends, 50-100m outside the toe of dam backwater slope,130m below the check flood level of small (2) reservoirs, and/kloc-outside the toe of dam backwater slope.
City and county (District) people's governments shall set up ecological protection zones in the reservoir catchment area. The scope of ecological protection zones and prohibited activities shall be implemented in accordance with the Regulations of Jiangsu Province on Reservoir Management.
(4) The delineation of the management scope of other water conservancy projects such as rivers and dikes and the specific scope within the management scope of the above-mentioned water conservancy projects shall be stipulated by the county (district) people's government in accordance with the above-mentioned standards or according to the actual situation.
