Third, if an enterprise needs to implement the minimum wage standard due to difficulties in production and operation, it shall obtain the consent of the trade union of the enterprise or be reviewed and approved by the staff (representative) meeting, and report to the administrative department of human resources and social security within 1 month from the date of implementation according to the wage management authority.

Fourth, if enterprises need to implement the minimum wage standard due to difficulties in production and operation, they should report to the human and social departments as required. If an enterprise arbitrarily implements the minimum wage standard and fails to implement the reporting system, it shall be given a warning by the administrative department of human resources and social security and ordered to make corrections within a time limit; If no correction is made within the time limit, a fine of more than 2000 yuan 10000 yuan shall be imposed.
