Article 4 To apply for opening a hotel, one must apply to the local public security organ at or above the county level for a Hotel Business Safety License, and apply to the administrative department for industry and commerce for registration and obtain a business license.
If a hotel closes down, changes jobs, merges, migrates, changes its name, changes its owner or increases its business items, it shall register with the local public security organ, replace or return the Hotel Industry Safety Operation License within 3 days after going through the formalities of change or cancellation of registration with the administrative department for industry and commerce. Article 5 A hotel shall sign a labor contract in accordance with relevant regulations, specifying the contract term, labor remuneration, labor discipline and public security responsibilities, and report to the local public security organ for the record. Article 6 The hotel must confirm that the person in charge of 1 is the person in charge of public security. The owner of an individual hotel is the person in charge of public security in the hotel. The responsibility of the person in charge of public security is:
(1) Organizing hotel employees to implement the laws, regulations and rules on public security management;
(two) do a good job in the legal education, professional ethics education and safety education of hotel staff;
(three) to do a good job in the construction and management of the security institutions and public security organizations of this unit;
(four) to carry out safety inspection, timely discover and urge the rectification of unsafe hidden dangers;
(5) Maintaining public order in hotels and cracking down on illegal and criminal acts;
(six) the implementation of other safety measures. Article 7 A hotel shall designate a special person to be responsible for the registration of accommodation. At the time of registration, the passenger's identity documents shall be checked, and the passenger accommodation registration form shall be truthfully filled in according to the specified items. Passengers without identity documents must be approved by the person in charge of the hotel, and the personnel on duty should report to the local public security organ in time. Article 8 A hotel shall submit the passenger accommodation registration form to the local public security organ for inspection within the specified time, and bind the passenger accommodation registration form into a book and keep it for 3 years. Ninth hotels are not allowed to set up pornographic facilities; Do not cheat or force passengers to stay. Article 10 A hotel shall establish a doorman system. The doorman must stick to his post, master the dynamics of people entering and leaving the hotel, and check the documents of people entering and leaving the hotel when necessary. Visitors entering the guest room must register with valid identity documents. Article 11 A hotel shall implement a day and night duty system, and the personnel on duty shall publicize the safety precautions to the passengers, mobilize the passengers to store valuables, master the visits of passengers and personnel, and strictly handle the handover procedures. Article 12 A hotel shall establish a system for keeping passengers' personal belongings, designate a special person to take care of them, and strictly register, collect and hand over them to prevent theft, loss and fraudulent use. Thirteenth hotel staff in any of the following circumstances, should take control or stop measures, and immediately report to the public security organs:
(a) illegal and criminal activities are being carried out;
(2) It is found that the criminals wanted by the public security organs have similar physical characteristics or the articles they carry are similar to the stolen goods that the public security organs have notified them to look for;
(3) Holding forged, altered or invalid certificates, or holding certificates inconsistent with their identity;
(four) carrying guns and ammunition that are inconsistent with their identity or illegally carrying dangerous or prohibited items;
(five) the passenger suffered injury or death in the hotel;
(six) there are other criminal suspects. Fourteenth hotels should register the property left by passengers, keep it properly, and carefully find the owner. If it is still unclaimed after 3 months, it shall be handed over to the public security organ for handling according to the picked-up items. Article 15 Passengers staying in hotels shall abide by the following provisions:
(1) Obey the management of hotel staff;
(two) shall not stay and transfer or resell beds;
(3) Those who carry guns and ammunition shall be kept by local public security organs or military organs. If it is really necessary to carry guns and ammunition with you because of special tasks, it should be properly kept to prevent loss and theft;
(4) It is forbidden to bring inflammable, explosive, toxic, corrosive, radioactive and other dangerous goods into the hotel, and it is forbidden to illegally carry guns, ammunition and controlled knives;
(five) gambling, drug abuse, prostitution and the dissemination of obscene books, pictures, videos and other illegal and criminal activities are strictly prohibited. Sixteenth public security organs shall perform the following duties of public security management of hotels:
(a) to investigate and deal with criminals who infringe upon the legitimate rights and interests of hotels and passengers according to law;
(two) to do a good job in the examination and approval or filing of the opening and closing of hotels, and to establish the archives of hotel security management;
(three) to guide and supervise the hotel to establish various public security management systems and implement safety precautions;
(four) to guide the hotel security agencies and personnel to do a good job in internal security, and to assist the hotel to carry out security business training and assessment of staff;
(5) Organize hotel staff to investigate criminals and stolen goods.
