The labor bureau cannot handle overseas labor services.

The Measures for Handling the Procedures for Laborers Going Abroad have corresponding provisions:

Article 11 The visas for laborers shall be handled by the operating company through the Ministry of Foreign Affairs or its authorized local foreign affairs offices (hereinafter referred to as "foreign affairs departments") or self-operated units.

Article 5 To apply for the passport of laborers, the following materials shall be submitted to the public security organ:

(1) Description of foreign labor service cooperation projects issued by the operating company;

(two) the applicant's household registration certificate and a complete "China citizens to go abroad (territory) approval form";

(3) A copy of the qualification certificate for foreign economic cooperation of the operating company.

Article 6 The public security organ shall, in accordance with the Law of People's Republic of China (PRC) on the Administration of Exit and Entry of Citizens and its detailed rules for implementation, accept the application of laborers to go abroad, mainly examining the following contents:

(1) Whether the operating company is qualified for foreign economic cooperation;

(two) the identity information of the workers;

(3) Whether the laborer is prohibited from leaving the country according to law.

Article 12 When accepting a visa application for starting a company, the foreign affairs department shall mainly examine the following contents:

(1) Whether the operating company is qualified for foreign economic cooperation;

(2) Audit opinions of foreign trade and economic cooperation departments of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning (hereinafter referred to as "local foreign trade and economic cooperation departments") on foreign labor cooperation projects of operating companies.
