Article 1 In order to strengthen the management of artificial insemination and embryo transfer of dairy cows in this Municipality, standardize the management order of genetic materials such as semen and embryos of dairy cows, improve the quality of dairy cows, and promote the construction of improved breeding system of dairy cows, these Regulations are formulated in accordance with the provisions of the Regulations on the Administration of Breeding Livestock and Poultry in the State Council and the Regulations on the Administration of Breeding Livestock and Poultry in Inner Mongolia Autonomous Region, and combined with the actual situation of this Municipality. Article 2 Those who engage in dairy farming activities within the administrative area of this Municipality shall abide by these regulations. Article 3 People's governments at all levels shall encourage and support the introduction and popularization of fine varieties of dairy cows, and promote the implementation of advanced practical technologies such as artificial insemination and embryo transfer. Article 4 The administrative department of animal husbandry of the Municipal People's Government (hereinafter referred to as the municipal administrative department of animal husbandry) shall supervise and manage the breeding activities of improved dairy cows within their respective administrative areas.

The administrative department of animal husbandry of the people's government at the county level (hereinafter referred to as the administrative department of animal husbandry at the county level) shall supervise and manage the breeding activities of dairy cattle in this administrative area. Fifth animal husbandry administrative departments at or above the county level shall formulate regional plans for the improvement direction of dairy cows and plans for the breeding system of improved dairy cows, and organize their implementation. Article 6 The municipal administrative department of animal husbandry shall establish the pedigree of dairy cows in the whole city.

Animal husbandry administrative departments at the county level shall establish the pedigree of dairy cows within their respective administrative areas. Article 7 Artificial insemination or embryo transfer shall be carried out in dairy farming.

The municipal administrative department of animal husbandry shall identify the breeding stock of dairy bulls, and the qualified breeding stock shall be used for artificial insemination.

The municipal administrative department of animal husbandry shall regularly publish genetic materials such as semen and embryos of dairy cows that are encouraged and allowed to be used. Article 8 Units and individuals engaged in the business of cattle semen, embryos and other genetic materials must obtain the license for breeding livestock and poultry, register with the local administrative department for industry and commerce with the license, and obtain the business license before starting business.

"Livestock and poultry production and operation license" shall be approved and issued by the administrative department of animal husbandry at or above the county level, and the annual inspection system shall be implemented. Do not have the certification management conditions of the county, can be certified by the municipal administrative department of animal husbandry. Ninth units and individuals engaged in the management of genetic materials such as semen and embryos of dairy cows, which meet the following conditions, may be issued with the license for the production and operation of breeding livestock and poultry.

(a) the varieties of genetic materials such as semen and embryos of dairy cows conform to the regional planning of the improvement direction of dairy cows and the breeding planning of improved varieties in this Municipality;

(two) the quality of genetic materials such as semen and embryos of dairy cows meets the variety standards;

(3) Having corresponding infrastructure and conditions;

(4) The employees have received professional and technical training and are qualified;

(5) Veterinary hygiene conditions are qualified. Tenth animal husbandry administrative departments at or above the county level shall make a decision on whether to approve or not within 20 days after receiving the applicant's application for breeding livestock and poultry production and operation license. Article 11 The operation of genetic materials such as semen and embryos of dairy cows must be within the range of varieties encouraged and allowed to be used announced by the municipal administrative department of animal husbandry, and be accompanied by the pedigree of breeding livestock and poultry, the certificate of breeding livestock and poultry and the health certificate of breeding livestock and poultry issued by the veterinary quarantine institution.

Genetic materials such as cows and bulls, semen and embryos shall be purchased from non-epidemic areas, and the purchased cows and cows and bulls shall be quarantined on site to prevent the introduction of epidemic diseases.

Units and individuals that enter the city to handle the genetic materials such as semen and embryos of foreign cows with the approval of the administrative department of animal husbandry in the State Council shall file with the administrative department of animal husbandry in this city. Twelfth personnel engaged in artificial insemination and embryo transfer of dairy cows must obtain the qualification certificate of artificial insemination and embryo transfer of dairy cows issued by the administrative department of animal husbandry at or above the county level before they can engage in artificial insemination and embryo transfer of dairy cows.

The annual inspection system shall be implemented for the certificate of artificial insemination and embryo transfer of dairy cows. Those who have not passed the annual inspection or the annual inspection are not allowed to engage in artificial insemination and embryo transfer of dairy cows. Fourteenth personnel engaged in artificial insemination and embryo transfer of dairy cows must use genetic materials such as cow semen and embryos provided by units and individuals with the right to operate, and encouraged and allowed by the municipal administrative department of animal husbandry; We must strictly abide by the operating rules of artificial insemination and embryo transfer of dairy cows. Article 15 Units and individuals that raise dairy cows shall, in accordance with the provisions of the administrative department of animal husbandry at or above the county level, establish a pedigree for dairy cows undergoing artificial insemination and embryo transfer, and keep complete pedigree files. Sixteenth dairy units and individuals in the implementation of artificial insemination and embryo transfer, should choose to encourage and allow the use of cow semen, embryos and other genetic materials announced by the municipal administrative department of animal husbandry. Seventeenth parties engaged in artificial insemination and embryo transfer of dairy cows shall conclude a contract according to law to clarify the rights and obligations of both parties. Eighteenth animal husbandry administrative departments at or above the county level and their staff shall not participate in and engage in business activities of genetic materials such as semen and embryos of dairy cows. Nineteenth in violation of the provisions of this Ordinance, one of the following acts, the animal husbandry administrative department at or above the county level shall order it to make corrections within a time limit, confiscate the illegal income, and impose a fine of more than 2 times the illegal income/kloc-0.

(a) without obtaining the license for the production and operation of livestock and poultry, dealing in genetic materials such as semen and embryos of dairy cows;

(two) breeding livestock and poultry production license without annual inspection or unqualified annual inspection is still engaged in the business activities of genetic materials such as semen and embryos of dairy cows;

(three) the management of genetic materials such as semen and embryos of dairy cows other than those encouraged and allowed by the municipal administrative department of animal husbandry;

(four) the business is not accompanied by the pedigree of dairy cows, the certificate of breeding livestock and poultry, the health certificate of breeding livestock and poultry and other genetic materials.
