Article 1 In order to strengthen the management of artificial insemination and embryo transfer of dairy cows in this Municipality, standardize the management order of genetic materials such as semen and embryos of dairy cows, improve the quality of dairy cows, and promote the construction of improved breeding system of dairy cows, these Regulations are formulated in accordance with the provisions of the Regulations on the Administration of Breeding Livestock and Poultry in the State Council and the Regulations on the Administration of Breeding Livestock and Poultry in Inner Mongolia Autonomous Region, and combined with the actual situation of this Municipality. Article 2 Those who engage in dairy farming activities within the administrative area of this Municipality shall abide by these regulations. Article 3 People's governments at all levels shall encourage and support the introduction and popularization of fine varieties of dairy cows, and promote the implementation of advanced practical technologies such as artificial insemination and embryo transfer. Article 4 The administrative department of animal husbandry of the Municipal People's Government (hereinafter referred to as the municipal administrative department of animal husbandry) shall supervise and manage the breeding activities of improved dairy cows within their respective administrative areas.

The administrative department of animal husbandry of the people's government at the county level (hereinafter referred to as the administrative department of animal husbandry at the county level) shall supervise and manage the breeding activities of dairy cattle in this administrative area. Article 15 Units and individuals that raise dairy cows shall, in accordance with the provisions of the administrative department of animal husbandry at or above the county level, establish a pedigree for dairy cows undergoing artificial insemination and embryo transfer, and keep complete pedigree files. Sixteenth dairy units and individuals in the implementation of artificial insemination and embryo transfer, should choose to encourage and allow the use of cow semen, embryos and other genetic materials announced by the municipal administrative department of animal husbandry. Seventeenth parties engaged in artificial insemination and embryo transfer of dairy cows shall conclude a contract according to law to clarify the rights and obligations of both parties. (three) the management of genetic materials such as semen and embryos of dairy cows other than those encouraged and allowed by the municipal administrative department of animal husbandry;

(four) the business is not accompanied by the pedigree of dairy cows, the certificate of breeding livestock and poultry, the health certificate of breeding livestock and poultry and other genetic materials.
