Regulations on the Administration of Urban and Rural Construction in Jingdong Yi Autonomous County, Yunnan Province

Article 1 In order to strengthen urban and rural construction, improve the production and living conditions of urban and rural residents, and promote social and economic development, these Regulations are formulated in accordance with the Urban Planning Law of People's Republic of China (PRC), the Construction Law of People's Republic of China (PRC), the Environmental Protection Law of People's Republic of China (PRC) and other laws, combined with the actual situation of autonomous counties. Article 2 The term "urban and rural construction" as mentioned in these Regulations refers to the construction activities in the planning area and township planning area where the Autonomous County People's Government is located.

The planning area of the county is: Hechuan Dagou in the east; West to Yubi Mountain, Yuping Mountain, Cuiping Mountain, Ruiping Mountain and Jinping Ridge to Liujiuwutai; South to Wenguo River; North to He Ju River.

The township planning area shall be designated by the administrative department of urban and rural construction of the autonomous county and the township (town) people's government. Third units and individuals engaged in urban and rural construction in autonomous counties must abide by these regulations. Environmental protection, land, public security, industry and commerce, health, transportation, water and electricity departments shall, according to their respective responsibilities, coordinate the management of urban and rural construction.

The township (town) people's government is responsible for the construction management within its jurisdiction. Fifth Autonomous County encourages domestic and foreign units or individuals to invest in urban and rural planning areas. Whoever invests will benefit and protect the legitimate rights and interests of investors. Sixth Autonomous County urban and rural construction planning organized by the county people's government, according to the procedures reported for approval. Without approval, urban and rural construction planning shall not be changed.

Units and individuals that carry out engineering construction in the urban and rural construction planning area of Autonomous County shall not violate the urban and rural construction planning. Construction project supervision system shall be implemented for new construction, expansion and reconstruction projects. Eighth units and individuals in the urban and rural planning area of new construction, renovation and expansion projects, should be in accordance with the provisions of the autonomous county urban and rural construction administrative departments to handle the relevant procedures.

Units and individuals without qualification certificates shall not engage in construction engineering survey, planning, design, construction, municipal construction and real estate development. Units and individuals without production licenses shall not engage in the production of prefabricated concrete members, steel (aluminum) doors and windows and other building materials.

The qualification certificate and production license shall not be forged, altered, leased, lent or transferred. Ninth state investment, collective investment or state and collective investment holding construction project budget settlement, shall be submitted to the competent administrative department of urban and rural construction of Autonomous County for examination, without examination or examination unqualified shall not be delivered for use. Article 10 The survey, design and construction quality of construction projects must conform to the relevant national safety standards for construction projects.

Protective fences or safety protection facilities must be set up on the construction site, and the site must be cleaned and leveled in time after completion. Eleventh after the completion of a construction project, the project quality acceptance must be carried out according to the regulations, and the construction project that has not been accepted or failed to pass the acceptance shall not be delivered for use. Twelfth temporary use of construction land in the county planning area, shall not be transferred, leased, mortgaged or built permanent buildings, structures and other facilities. Thirteenth without approval, no buildings, structures, pipelines and other facilities shall be built in the county streets or on both sides of the streets, open spaces and public places within the red line of the road. Fourteenth units or individuals that build, lease, demolish houses or conduct house property transactions in urban and rural planning areas shall go through the formalities with the relevant departments of the Autonomous County within 60 days.

Where the division, transfer, inheritance, bequest, gift of housing property units or individuals, should be within 90 days to the county real estate management department for housing property change registration procedures. Fifteenth environmental sanitation in urban and rural planning areas, adhere to the principles of unified leadership, hierarchical management, division of responsibilities, professional management and mass supervision.

The environmental sanitation of public places in county streets shall be cleaned and managed by the environmental sanitation professional team of Autonomous County. State organs, institutions, schools, factories, mines, shops, etc. Implement the "five packages" in front of the door. The environmental sanitation of farmers' markets, stalls and other places shall be cleaned and managed by the operators. Garbage shall be transported to the place designated by the administrative department of urban and rural construction of Autonomous County for dumping, and the transportation expenses shall be paid by the sanitation department.

The township (town) people's government is responsible for the cleaning and management of markets and street sanitation in the planning area. New construction, expansion and reconstruction projects within the county planning area shall be planned in courtyard greening, and the greening task shall be completed within the prescribed time limit.

Without the approval of the administrative department in charge of urban and rural construction of Autonomous County, the landscape trees and green trees in urban and rural planning areas shall not be cut down. Seventeenth autonomous counties and township (town) people's governments set up drinking water source protection areas, and add sewage ditches and pipelines, as well as sewage treatment facilities.

The production and domestic sewage in the county planning area must be discharged into the sewage ditch according to the unified planning, and the polluted water quality shall not be discharged at will.
