Is iron and steel research institute 2 1 1?

Established in 1952, Iron and Steel Research Institute is a large-scale scientific and technological enterprise directly under the central government. Its research fields include materials science and engineering, all steel production processes and technologies, and related analysis, testing and quality control. At present, it is the largest comprehensive research and development institution in China metallurgical industry. It does not belong to 2 1 1 university.

"2 1 1 project" is the construction project of about 100 colleges and universities and a number of key disciplines to be built by China government in the 2 1 century. The two are different.
