1. Key points of the policy

(1) Implementation scope. The implementation scope of the central special post plan in 2018 is the same as that in 2017, specifically: concentrated contiguous areas with special difficulties and key counties for national poverty alleviation and development in the central and western regions, key counties for provincial poverty alleviation and development, and the original "two basic" counties in the western region ( Including some regiments of the Xinjiang Production and Construction Corps), some ethnic minority autonomous prefectures in central provinces included in the national western development plan, as well as some border counties, ethnic minority autonomous counties and minority ethnic counties in the western region with special difficulties. The counties (cities) where special posts are planned to be set up must be counties (cities) with an overall shortage of teachers and prominent structural contradictions.

(2) Recruitment quantity. In 2018, the country plans to recruit 90,000 teachers for special posts. The recruitment quotas in each province (autonomous region, city) are shown in the "2018 Central Special Posts Plan Allocation Table for Posts in Each Province" (Annex 1).

(3) Recruitment conditions. 1. Meet the requirements for the recruitment position and have the corresponding teacher qualification certificate. 2. Bachelor degree or higher normal college diploma. 3. (4) Financial support. The central government will continue to provide salary subsidies to teachers on special posts. The Ministry of Education and the Ministry of Finance will allocate central subsidy funds for the 2018 special post plan based on the local post establishment plans in 2018 and the number of teachers on the previous special posts. The settlement in 2019 will be based on the actual number of teachers on the job in 2018.
