4. The internal reform of enterprises has achieved remarkable results, and the idea of deepening reform is clear and the direction is clear. Second, the content of the separate plan.
1. Separate accounting for the annual economic development plan and medium-and long-term plan of the whole city. The plan of an enterprise under separate state planning shall be directly reported to the municipal planning commission and other comprehensive economic departments, and copied to the competent department of the enterprise. The Municipal Planning Commission and other comprehensive economic departments will directly incorporate the plans of enterprises with separate plans into the overall planning of the city, and the indicators with separate plans will directly reach the enterprises with separate plans, and send a copy to the competent department of the enterprise. The factory director (manager) of an enterprise under separate state planning has the right to appoint his administrative deputy (including the chief engineer, chief economist and chief accountant equipped according to the regulations), but before the appointment, he should pay attention to listening to the opinions of relevant parties and report to the higher authorities for the record according to the cadre management authority.
3. Enterprises with independent import and export rights under separate state planning may, upon approval, organize their own delegations to go abroad to inspect economy and technology, conduct business negotiations, promote products and after-sales service, and may set up offices abroad to hold wholly-owned or joint ventures and cooperative enterprises; Enterprises under separate state planning can use the existing sites, factories, equipment, industrial property rights, their own funds and funds for technological transformation of enterprises as capital contributions, and jointly operate with foreign investors, or lease the surplus sites, factories and equipment to wholly foreign-owned enterprises. If the surplus sites and factories are leased to foreign businessmen for independent operation, they must go through the formalities of transferring the land use right at the municipal land management department.
4. Give enterprises under separate state planning the right to examine and approve capital construction and technological transformation projects of the enterprises directly under the municipal government. Infrastructure and technological transformation projects of enterprises below the designated size, as long as they conform to the overall urban planning, the implementation of funds, materials and energy, and do not need comprehensive balance in the city, can be approved by themselves, and reported to the relevant departments of the city and the competent departments of enterprises for the record.
5. If the products of enterprises with separate plans belong to the municipal management price, they can be priced according to the actual situation and reported to the municipal price department for the record.
6. The factory director (manager) of an enterprise under separate state planning has the right to independently decide to report to the superior inspection team. Each inspection team should understand the difficulties of enterprises, give support and evaluate the work of enterprises realistically. Four, the examination and approval and management of enterprises with separate plans
1. Led by the responsible comrades in charge of the municipal government and composed of the Municipal Commission for Economic Restructuring, the Planning Commission, the Economic and Trade Commission, the Finance Bureau, the Taxation Bureau, the Personnel Bureau and other departments, a written application report (including: the present situation and development goals of the enterprise, the contents, rights, obligations and reform measures to be listed separately) shall be submitted to the municipal government and relevant comprehensive departments and the competent departments (bureaus and companies) of the enterprise. The demonstration and coordination before examination and approval shall be organized by the Municipal Commission for Economic Restructuring and the Municipal Planning Commission.

After enterprises are listed separately, in terms of planning, materials, finance and taxation, foreign trade, labor and personnel wages, etc., the municipal comprehensive management department, as enterprises directly under the municipal government, implements management respectively. Enterprises with separate plans need comprehensive coordination in terms of policies and systems, and the Municipal Commission for Economic Restructuring and the Municipal Planning Commission take the lead in organizing and coordinating, and major issues are examined and approved by the municipal government.

The economic indicators of enterprises with separate plans are still included in the total amount of the competent departments. The competent departments of enterprises should continue to provide services and supervision for enterprises with separate plans, formulate and adjust industrial policies and plans, provide consultation and information for the business decisions of enterprises with separate plans, and help enterprises with separate plans solve some problems in production, operation and other work. Enterprises with separate plans should conscientiously study and implement industry planning and actively undertake some reasonable tasks put forward by the competent authorities.
