Responsible for the preparation of medium and long-term plans for the district’s education development and suggestions for school layout planning. Responsible for the specific work of adjusting the layout and structure of general education schools, participating in the construction of school buildings, facilities, educational technology and equipment, library materials, and state-owned assets management of affiliated units; responsible for education statistics and information work.

Responsible for the construction of systematic teacher team. Undertake the specific work of institutional establishment, personnel labor, wages and benefits of each unit of the system, implement teacher recruitment and employment; implement regular registration of teacher qualifications; perform faculty training, job evaluation and other management functions. Guide the reform of the system's personnel allocation system and the assessment, reward, and punishment of faculty and staff.

Responsible for the overall management of system education funds. Responsible for the budget and final accounts of education funds, the audit and supervision of the use of education funds for units affiliated to the system, and the credit student loans and student financial aid for students' origins.

Responsible for promoting the balanced development of compulsory education and promoting educational equity. Responsible for the guidance and coordination of compulsory education, and organizing and implementing policies and measures to promote the tilting of public education resources to rural and disadvantaged areas. Guide the education and teaching reform, curriculum construction, education and scientific research, and teaching and research work in all types of schools at all levels, comprehensively implement quality education, and guide general high schools, early childhood education, and special education.

Coordinate the management and guidance of preschool education and private education, assume the responsibility of supervising private education, and be responsible for the guidance and supervision of cultural and educational private non-academic education and training institutions.

(1) Education Service Center

Undertakes the specific admissions affairs entrusted by the District Education Committee and the Admissions Committee; is responsible for specific affairs such as general colleges and universities, adult colleges and higher education self-study examinations in the district Work; enforce the disciplines of the admissions examination, cooperate with relevant departments to investigate and verify major problems and disciplinary violations and fraud that occurred in the admissions examination; complete other tasks assigned by the competent departments and leaders.
