Why do most companies only recruit fresh graduates as management trainees?

Companies and enterprises want to face people who are blank in the workplace but have leadership and management skills as much as possible, so they only recruit fresh graduates.

Management trainee is a talent reserve plan for some large enterprises to train middle and senior managers independently.
