As an administrative agency directly under the Ministry of Transport, the Maritime Safety Administration implements a vertical management system and performs rough administrative law enforcement duties such as supervision and management of water traffic safety, inspection and registration of ships and related water facilities, prevention of ship pollution, and maritime security.

The Maritime Safety Administration is responsible for:

1. Formulate and organize the implementation of national guidelines, policies, regulations, technical specifications and standards for water traffic safety supervision and management, inspection and registration of ships and related water facilities, prevention and control of ship pollution and navigation support.

2, unified management of water traffic safety and prevention and control of ship pollution. Supervise and manage the safety production conditions of ship owners and the safety management system of water transport enterprises; Investigate and deal with water traffic accidents, ship pollution accidents and water traffic violations; Guide the compensation for pollution damage from ships.

3, responsible for crew, pilot, magnetic compass corrector competency training, examination, certification management. Review, supervise and manage the qualifications and quality system of seafarers, drivers and training institutions for magnetic compass calibrators; Responsible for the management of seafarers' documents.

4. Responsible for maritime security. Management of coastal navigation equipment, radio navigation and water safety communication; To manage the surveying and mapping of sea ports and waterways, and organize the compilation and publication of relevant navigation books and materials; Centralized management of surveying and mapping work in the transportation industry; Responsible for the coordination and guidance of water search and rescue organization and report.

5. Organizing the implementation of international maritime treaties; Fulfill the supervision and management obligations of "flag country", "port country" and "coastal country" and safeguard national sovereignty according to law; Responsible for international organization affairs and international cooperation related to maritime business, and make friends widely.
