Development zones are divided into national and provincial levels. National development zones are approved by the State Council, and provincial development zones are approved by provincial people's governments.

National development zones mainly include economic and technological development zones, high-tech industrial development zones, export processing zones, bonded zones, Taiwanese investment zones, border cooperative economic zones, national tourist resorts and other types. There are two main types of provincial development zones. One is the economic development zone, which is similar to the national economic and technological development zone. The range of high-tech includes: microelectronics and electronic information technology, space science and aerospace technology, material science and new material technology, optoelectronics and opto-mechanical integration technology, life science and bioengineering technology, energy science and new energy, high-efficiency energy-saving technology, ecological science and environmental protection technology, earth science and marine engineering technology, basic material science and radiation technology, medical science and biomedical engineering, and other new technologies and processes applied on the basis of traditional industries. The scope of high-tech will be supplemented and revised according to the continuous development of high-tech at home and abroad.

High-tech enterprises are knowledge-intensive and technology-intensive economic entities, and the establishment of high-tech industries must meet the conditions stipulated in the Conditions and Measures for the Recognition of High-tech Enterprises in National High-tech Industrial Development Zones by the State Science and Technology Commission. The appraisal work shall be undertaken by the science and technology commissions of provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning.

The promoters of high-tech enterprises apply to the development zone office, and after verification, they are submitted to the provincial and municipal science and technology commissions for approval. High-tech industries enjoy various preferential policies of the National High-tech Industrial Development Zone. 1. Suzhou Industrial Park: Industrial Park Management Committee (SIPAC) is an agency of Suzhou Municipal People's Government.
