Article 1 These Regulations are formulated in accordance with the provisions of the Constitution of People's Republic of China (PRC) and the Law of People's Republic of China (PRC) on Regional National Autonomy, and in combination with the political, economic and cultural reality of xinhuang dong autonomous county (hereinafter referred to as Autonomous County). Article 3 The organs of self-government of autonomous counties are county people's congresses and county people's governments.

Autonomous County People's Congress is the organ of state power in Autonomous County, and its permanent organ is the Standing Committee of the County People's Congress.

Autonomous County People's Government is the executive organ of the Autonomous County People's Congress and the state administrative organ of the Autonomous County. Article 4 The organs of self-government of autonomous counties shall ensure the observance and implementation of the Constitution and laws in their counties, and actively complete various tasks assigned by state organs at higher levels. Article 5 The organs of self-government of autonomous counties exercise the functions and powers of state organs at the county level as stipulated in Section 5 of Chapter III of the Constitution, and at the same time exercise the right of self-government in accordance with the limits of authority prescribed by the Constitution, the Law on Regional National Autonomy and other laws.

According to the actual situation of the county, the organs of self-government of Autonomous County adopt special policies and flexible measures to accelerate the development of various undertakings in the county without violating the Constitution and laws. Resolutions, decisions, orders and instructions of state organs at higher levels, if not suitable for the actual situation of the county, shall be implemented flexibly or stopped after being approved by state organs at higher levels. Article 6 Autonomous counties inherit and carry forward the excellent national cultural traditions, advocate patriotism and law-abiding, courtesy and honesty, unity and friendliness, diligence and self-improvement, dedication and dedication, attach importance to the all-round development of people, strive to improve the ideological and moral quality and scientific and cultural quality of people of all ethnic groups, advocate civilized, healthy and thrifty lifestyles, and cultivate citizens with ideals, morality, culture and discipline. Article 7 The organs of self-government of autonomous counties maintain and develop socialist ethnic relations of equality, unity and mutual assistance, and strive to build a harmonious socialist society.

The organs of self-government of autonomous counties ensure that all ethnic groups in autonomous counties have the freedom to use and develop their own spoken and written languages and to maintain or reform their own customs and habits.

Citizens of Autonomous County have freedom of religious belief.

The organs of self-government of autonomous counties protect normal religious activities and crack down on and ban cult organizations according to law. The organs of self-government of Autonomous County support people of all ethnic groups to carry out traditional festival activities and cultural and sports activities that are beneficial to national unity and progress and physical and mental health. Article 8 Autonomous counties shall gradually establish and improve social security systems such as insurance, welfare, relief, special care and resettlement, and strive to improve people's living standards and quality. Article 9 The organs of self-government of autonomous counties shall strengthen the construction of township political power. Township people's governments provide guidance and assistance to villagers' committees and community residents' committees. Tenth Autonomous County People's Congress, in addition to the Dong representatives, other ethnic groups living in the county should also have an appropriate number of representatives. The number and proportion of representatives of all ethnic groups shall be determined according to the principles stipulated in the Election Law of the National People's Congress of the People's Republic of China and the Local People's Congresses at Various Levels and the Law of People's Republic of China (PRC) on Regional National Autonomy. Eleventh members of the Standing Committee of the Autonomous County People's Congress, Dong citizens should be the majority, other ethnic groups should also have appropriate places.

The people's courts and people's procuratorates of autonomous counties are reasonably equipped with Dong and other ethnic minorities. Article 14 The organs of self-government of autonomous counties shall, according to the characteristics and needs of the county, set up working departments with the approval of state organs at higher levels, and independently arrange and adjust the staffing of each department within the total staffing determined by state organs at higher levels.

Autonomous County departments should be reasonably equipped with Dong staff and other ethnic minority staff. Article 15 The organs of self-government of autonomous counties take various forms to actively train cadres and professionals in science and technology, culture, education and management of all ethnic groups in the county, and pay attention to training cadres and professionals among women. Article 16 State functionaries of autonomous counties shall enjoy living allowance in ethnic areas and working allowance in remote and hard areas, and gradually raise their standards, and other welfare benefits shall also be given preferential treatment.

The organs of self-government of autonomous counties adopt preferential policies to encourage and introduce all kinds of professionals to participate in the political, economic, cultural and social undertakings of autonomous counties.
