What is the National Development Research Center?

The National Development Research Center is an institution directly under the State Council. The Development Research Center of the State Council is an institution directly under the State Council that engages in comprehensive policy research and decision-making consultation. It is at the ministerial level. Established in October 1985. The main responsibilities are to study the overall, comprehensive, strategic, long-term, forward-looking, hot and difficult issues in the national economy, social development and reform and opening up, and provide policy suggestions and advisory opinions to the Party Central Committee and the State Council.

National Development Research Center:

(1) Research on overall, strategic, forward-looking, long-term, hot and difficult issues in the national economy, social development and reform and opening up , provide policy suggestions and advisory opinions to the Party Central Committee and the State Council, and make suggestions for the formulation of national mid- and long-term development plans and regional development policies; accept entrustment to participate in or organize the research and demonstration of development plans formulated by relevant departments and regions, and provide opinions and suggestions .

(2) Study the development trends of the national economy, analyze the macroeconomic situation, and provide opinions and suggestions on the comprehensive application of macroeconomic policies.

(3) Study industrial economic development and industrial policies, the adjustment direction of industrial institutions, investment structures, corporate organizational structures, and ownership structures, and technological choices, technological innovation, and high-tech development policies for national economic development. Provide advice and suggestions.

(4) Study the issues of agricultural and rural economic structural adjustment, changes in rural economic systems, rural economic and social management, and coordinated urban and rural development.

(5) Study new situations and new issues in my country’s opening up to the outside world; study foreign trade policies and foreign investment utilization policies, and put forward countermeasures and suggestions; study the trends of world economic development and its experiences and lessons, and provide guidance for my country’s reform and development Provide reference.

(6) Study human resource development, income distribution and social security policies in national economic and social development, as well as rational development and utilization of natural resources, ecological balance and environmental protection policies.

(7) Entrusted by the Party Central Committee and the State Council, evaluate major economic and social policy plans and implementation effects. Carry out interpretation of major national principles and policies, and introduce China's economic and social development policies and experience.

(8) Undertake the drafting of documents assigned by leading comrades of the Party Central Committee and the State Council.

(9) Carry out international cooperative research, organize exchanges with relevant international organizations and research institutions, and provide foreign-related reference materials and policy suggestions to the Party Central Committee and the State Council.

(10) Undertake other matters assigned by the State Council.
