Jia Tingliang, a well-known private entrepreneur in Shanxi Province and Party Secretary and Chairman of Shanxi Datuhe Coking Co., Ltd., invested in the construction of a new school. The school is located in Fengshan Education Park, Lvliang, covering an area of 352 mu, with a building area of more than 200,000 square meters, beautiful environment and advanced equipment. In order to ensure the smooth construction and sustainable development of the school, lishi district established the Fengshan Education Park Construction Headquarters to coordinate and solve various problems involved in the school construction. The Lvliang Municipal People's Government issued a special document in 2007, giving strong support to the school work in all aspects (see Lvliang (2007) 128). According to the document, the total number of teaching staff in the school is determined by the municipal personnel, organization, finance, education and other departments according to the regulations on the size of the school. Teachers are employed by the school according to the Law on the Promotion of Private Education and the Interim Provisions on Open Recruitment of Public Institutions, and the personal salary of teachers in the establishment is paid monthly by the municipal finance.
