The graduation certificate of non-academic education in colleges and universities should be made by the centralized management department, and the classification and serial number are obviously different from the academic education certificate. It is pointed out that colleges and universities that do not implement this regulation, or do not have teaching conditions, insufficient investment in running schools, and low teaching quality are ordered to make rectification within a time limit; To refuse to perform their duties, prevarication, perfunctory, delay, informed criticism should be made public, and the responsibility of the relevant responsible person should be investigated. Those who resort to deceit, deceive students and seek personal gain in the name of running a school shall be ordered to make immediate rectification, refund the fees charged, and the principal responsible person and other directly responsible personnel shall be punished according to the law. If a crime is constituted, criminal responsibility shall be investigated according to law.
