Chapter 2 Organization and Management Article 8 Responsibilities of the Municipal and District, County (City) People’s Governments;

Article 10 Responsibilities of state agencies, social groups, enterprises and institutions:

(2) Responsible for the supervision and management of blood donation, blood collection, blood supply, and medical clinical blood use by the blood collection and supply institutions of the district, county (city);

Article 13 Administrative departments such as radio and television, press and publication, and culture shall organize news and publicity media to publicize blood donation for social welfare; education administrative departments shall include the publicity of blood donation laws, regulations, and blood physiology knowledge into health education content; statistical administration Departments should provide timely and accurate statistical information on blood donation; administrative departments such as finance, prices, personnel, labor, and citizens should actively assist colleagues in blood donation. Article 14 Red Cross societies at all levels shall participate in and promote blood donation in accordance with the law, and commend and reward units and individuals that actively participate in blood donation and make outstanding achievements in blood donation. Chapter 3 Blood Donation Article 15: Encourage state workers, active military personnel and students in colleges and universities to take the lead in donating blood and set a good example.

Article 16 Before donating blood, citizens of appropriate age should go to the blood station or medical institution designated by the city, district, or county (city) blood donation office to receive the necessary health examination free of charge. Only those who have obtained the blood donation health examination certificate after examination can donate blood.

Blood stations and medical institutions should check the citizen’s resident identity card when conducting blood donation health examinations on citizens of appropriate age who donate blood. Article 17 Citizens of appropriate age who have a work unit may donate blood through the organization where they work, or they may directly register to donate blood with their work unit or the city, district, county (city) blood donation office in their place of residence with their resident ID cards. Citizens of appropriate age who do not have a job unit can organize blood donation by the township or town people's government or sub-district office where they live, or they can directly donate blood to the local government with their resident ID cards. Citizens can donate blood directly to the blood collection points set up by blood stations or arranged mobile blood collection vehicles with their resident ID cards.
