Article 1 In order to effectively strengthen the standardized management of public parking spaces in the main city, according to the Road Traffic Safety Law of the People's Republic of China, the Measures for Implementing the Road Traffic Safety Law of the People's Republic of China in Hebei Province, the Interim Measures for the Management of Parking Facilities in Hebei Province, the Regulations on Urban Appearance and Environmental Sanitation of Handan City, the Measures for the Management of Parking Facilities in Handan City, and the Notice of the General Office of the State Council on Forwarding the Opinions of the National Development and Reform Commission and other departments on Promoting the Development of Urban Parking Facilities, combined with the actual situation of our city.

Article 2 These Measures shall apply to the planning and management of public berths in the main urban area of this Municipality.

Article 3 The term "public parking spaces" as mentioned in these Measures refers to parking spaces designated in urban public places for temporary parking of motor vehicles.

Article 4 The Municipal Public Security Bureau shall lead the management of parking order in the whole city. The traffic patrol detachment of the Municipal Public Security Bureau is responsible for the planning and management of urban road parking spaces in the main city; Responsible for managing the parking order of motor vehicles on roadways and sidewalks; To investigate and deal with zombie car's illegal parking outside the parking lot and on the sidewalks of public berths.

The Municipal Urban Management and Law Enforcement Bureau is responsible for implementing the guidelines, policies and laws and regulations of the higher authorities on parking lot management, drafting the draft local regulations and government regulations on parking lot management in our city, and studying and putting forward policy suggestions on parking lot management; Responsible for organizing the preparation, adjustment, publication and implementation of special parking lot planning; Responsible for establishing and improving the basic database of parking lots in the city and a unified parking information management service system; Responsible for the filing of parking lots in the city; Responsible for the guidance, supervision and assessment of parking lot management in the city.

Congtai district, Fuxing District, Hanshan District Government and Handan Economic and Technological Development Zone Administrative Committee are responsible for coordinating the construction, operation and management of parking lots within their respective jurisdictions; Organize and coordinate relevant units to build public parking lots with urban transportation hubs; Responsible for the planning and management of public parking spaces for motor vehicles and non-motor vehicles on the sidewalk; Responsible for investigating all kinds of illegal acts in the management of non-motor vehicle parking in the main city, setting up parking berths on the sidewalk or changing the use, location and area of parking berths without authorization, and setting up "black parking lot" and "zombie car" parking in the parking lot and sidewalk public berths; Responsible for strengthening the professional training of law enforcement personnel and standardizing law enforcement procedures. District governments should make full use of intelligent parking facilities and equipment, implement electronic monitoring and overtime charges, cancel all manual charges, and severely crack down on private illegal charges.

Article 5 The management of public parking spaces shall be based on the principle of "free parking, giving consideration to efficiency, standardized management and convenience", adhere to the management of various parking spaces, and realize the efficient utilization of public parking spaces.

Sixth public parking in principle, the implementation of free parking, free time in key areas. The blue marking is applied to the driveway berth, and parking is free within the calibration time. Illegal parking outside the designated time shall be handled by the traffic administrative department of the public security organ in accordance with the Road Traffic Safety Law of the People's Republic of China and other relevant laws and regulations. Parking spaces in public spaces such as sidewalks in key areas should be marked with white lines, free parking within a limited time, and identification signs should be set up in a prominent position.

Key areas include schools, hospitals, office buildings, residential farmers' markets, commercial areas, tourist attractions, parks and other places in front of and around 200 meters.

Seventh public spaces such as sidewalks in key areas shall be subject to free public parking for a limited time. The specific time limit for free parking is as follows:

Parking in front of the farmer's market in the community and the public berths around it will be limited during business hours, with a free duration of 1 hour, and free during non-business hours. Office buildings, public berths in front of schools and surrounding areas are free for 2 hours during the day and free at night. Parking in front of and around public berths of hotels, shopping malls, supermarkets and street-facing merchants is limited during business hours, with a free duration of 2.5 hours and free during non-business hours. Tourist attractions, parks, public berths in front of hospitals and surrounding areas are free for 3 hours during the day and free at night. Non-road public berths outside key areas are continuously parked free of charge for 24 hours. Belonging to different key areas, the free parking time limit is implemented with reference to a long time. Police cars, administrative law enforcement vehicles, fire engines, ambulances, engineering rescue vehicles, military vehicles and disaster relief vehicles are not subject to parking time restrictions when performing official duties.

Eighth public berth management departments should keep the berth facilities intact, and publish the location of public berths, free time, supervision telephone and other information. Street merchants should strictly implement the responsibility system of "five bags in front of the door" to achieve civilized and orderly parking in front of the door.

Article 9 If the parking time limit specified in Article 7 is exceeded, according to the Interim Measures for the Management of Parking Lots in Hebei Province, the departments designated by the governments of various jurisdictions shall determine the qualified business entities by means of bidding and auction, and charge the parking service fee according to the price standard of Notice of Handan Municipal Development and Reform Commission on Adjusting the Parking Service Charge Standard of Public Parking Lots in the Main City of our city. The bidding and auction process shall be conducted in public, and shall be supervised by the relevant departments according to law, and the income shall be turned over and used according to regulations.

Article 10 The use of public parking spaces shall comply with the following provisions: Motor vehicles shall park in the direction indicated by the markings, and shall not press or cross the line. A motor vehicle shall keep its body clean and in good condition, and shall not block articles that affect the city appearance, such as clothes. Motor vehicles that meet the scrapping standards and do not have road driving conditions shall not be parked in public berths. Vehicles parked in public parking spaces shall not be used for storage, operation and other activities unrelated to parking. It is strictly forbidden to place sundries or set obstacles in public berths, which will affect the normal use of public berths. No unit or individual may delimit, damage, alter or smear public berths without authorization. Bicycles, electric bicycles, tricycles and other vehicles shall not occupy public motor vehicle parking spaces.

Article 11 Those who violate the provisions of Article 10 of these Measures shall be dealt with or punished according to the following standards: those who violate the provisions of Items 1, 2 and 3 shall be ordered to move out or make rectification. In violation of the fourth, fifth and sixth provisions, according to the provisions of Article 37 of the Measures for the Administration of Parking Lots in Handan City, it shall be ordered to make corrections within a time limit and be fined 1000 yuan or more 1000 yuan or less. Violation of the provisions of Article 7 and the surrounding non-motor vehicle parking areas, according to the provisions of the fourth paragraph of Article 73 of the Measures for the Implementation of the Road Traffic Safety Law of the People's Republic of China in Hebei Province, shall be given a warning or fined by 20 yuan.
