Can residential developers occupy public space to build property houses?

Can't use public * * * area to build property houses. According to the information stipulated in the Property Law of People's Republic of China (PRC), the roads, green spaces and parking spaces in the building area belong to the owners. Changing the use of some parts should be decided by the owner. Therefore, residential developers cannot occupy public areas to build property houses without authorization.
