Chapter I General Provisions Article 1 In order to improve the housing security system, improve the living conditions of people with housing difficulties, promote social harmony and healthy and stable economic development, and enhance the competitiveness of cities, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 Housing security shall follow the principles of government leading, social participation, moderate grading and gradual progress. The term "affordable housing" as mentioned in these Regulations refers to the housing invested by the government or raised by other means, which is rented or sold to eligible families with housing difficulties and single residents according to limited standards and prices, including public rental housing, affordable housing and affordable commercial housing. The Municipal Real Estate Management Committee is responsible for the deliberation, coordination, guidance and decision-making of major housing security issues in this Municipality.

The municipal housing construction department (hereinafter referred to as the municipal competent department) is responsible for the organization, implementation, supervision and management of housing security in this Municipality, and may entrust relevant institutions to implement it according to law.

Development and reform, public security, civil affairs, finance, human resources security, planning and natural resources, ecological environment, retired military personnel, market supervision, statistics, taxation and other relevant departments, relevant financial institutions and financial industry supervision and management institutions are responsible for housing security related work within their respective functions and powers.

District housing construction department (hereinafter referred to as the district competent department) and relevant departments and sub-district offices shall do a good job in housing security within their respective functions and powers. Chapter II Planning and Planning Article 6 The municipal competent department shall, jointly with the district people's governments and the municipal departments in charge of development and reform, civil affairs, finance, human resources security, planning, natural resources, ecological environment, ex-servicemen and related industries, formulate a housing security plan, which shall be promulgated and implemented after being approved in accordance with regulations.

Housing security planning should include the objectives, overall requirements, raising and supply of affordable housing, land and funding arrangements, planning implementation measures and working mechanism. The specific measures shall be formulated separately by the Municipal People's Government. Chapter III Sources of Funds and Housing Article 11 The sources of funds for housing security include:

(a) the funds arranged by the financial budget of the municipal and district people's governments;

(two) the net income from land transfer shall be extracted at an annual rate of not less than ten percent;

(three) the proceeds from the sale or lease of affordable housing and its supporting facilities by the government;

(4) Funds donated by the society;

(five) funds raised from the municipal housing provident fund and other means according to law.

Housing security funds are unified into the management of special financial accounts, which are earmarked for the development, construction, collection, management and payment of monetary subsidies for affordable housing.
