The term "owners" as mentioned in these Regulations refers to the owners of properties in residential areas.
Users as mentioned in these Regulations refer to units and individuals who use, rent or borrow houses in residential areas. Article 4 Owners shall set up owners' committees in accordance with the provisions of these Regulations. The owners' committee implements autonomous management on behalf of all owners of residential areas.
Entrusted by the owners' committee, the property management enterprise shall implement management services in accordance with the provisions of these regulations and the property management service contract. Article 6 Xi real estate administrative department is the administrative department in charge of the property management of urban residential areas in this Municipality, and is responsible for the property management of urban residential areas in this Municipality.
The administrative departments of real estate in yanliang district, Lintong District and cities and counties are responsible for the management of urban residential areas within their respective jurisdictions.
The administrative departments of construction, planning, municipal administration, public utilities, civil affairs, city appearance and environmental sanitation, gardens, public security, prices, industry and commerce shall cooperate in management according to their respective responsibilities. Chapter II Organization and Management of Owners' Autonomy Article 7 Where more than 50% of the commercial houses in residential areas are occupied or more than 30% of the public houses are sold, and the property management conditions are met, the property administrative department shall, jointly with the development and construction unit or the public houses sales unit, organize the first owners' meeting or owners' congress.
When the owners' congress or owners' congress holds a meeting, the relevant departments of the local government and residents' committees may be invited to participate. Article 8 The owners' congress is composed of all owners of residential areas. Thirteenth owners' committee shall safeguard the legitimate rights and interests of all owners and perform the following duties:

(two) to draft the articles of association of the owners' committee and the owners' convention and submit them to the owners' congress or the owners' congress for adoption;
(three) the selection of property management companies, the conclusion, modification or termination of the entrusted management service contract;

(nine) other duties entrusted by the owners' congress or the owners' congress. Fourteenth owners' committee meeting is held once every quarter. Upon the proposal of the chairman of the owners' committee or more than one third of the members of the owners' committee, an interim meeting may be held. Decisions made at the meeting must be adopted by more than half of all members.
When the owners' committee holds a meeting, it may invite relevant departments of the local government and residents' committees to participate.
