Article 4 The municipal heating administrative department shall be responsible for the heating management in the urban built-up areas of this Municipality.

The district heating department is responsible for the heating management in this area according to the division of responsibilities.

Development and reform, planning and natural resources, finance, ecological environment, public security, market supervision and management, emergency management, urban management administrative law enforcement and other relevant departments shall do a good job in heating management according to their respective responsibilities.
