On July 1 1 this year, it happened to be the weekend, and the main entrance of Sunshine 100 International New Town in Nankai District was blocked by more than a dozen cars. The cause of the incident was the owner's dissatisfaction caused by the adjustment of parking fees for underground garages in the community. The two hosts said excitedly:

According to the residents of the community, when Sunshine 100 International New Town delivered the house in 2005, the parking space in the underground garage was temporarily used for free by the owner. In the past two years, it has been rented to the owners according to the monthly standard of 300 yuan. Now the monthly rent of some parking spaces is raised to 480 yuan every month, and some parking spaces are only sold. The tough and sudden price adjustment caused some owners' dissatisfaction.
Yang Ming, the head of Sunshine 100 Real Estate Group Office, took out the title certificate of the underground garage in the community and said that according to the Property Law, the developer has the right to decide whether the parking space is rented or sold, and has the right to make independent pricing. The price adjustment is based on the following considerations:
Recording: First, as an enterprise, our financing cost is rising every year. Second, the basement has been damaged for more than ten years, and it needs capital investment every year. The third is the rising personnel cost year by year. We also evaluated the peripheral pricing, so we made this adjustment.
It is understood that at present, the parking of commercial housing communities in this city is mainly divided into two parts: above ground and underground. The property right of the above-ground parking space in the community belongs to all owners, and the income, use and disposal are decided by all owners; The underground part is relatively complicated.
In this regard, some owners questioned, even if the property right of the underground garage in the community belongs entirely to the developer, can the developer set the price at will? After all, parking spaces are different from real estate, and renting them is too expensive. For car owners, there are not many options for parking. Owner Mr. Wang told reporters:

In fact, not only the Sunshine 100 community, but also some commercial housing communities such as Fuya Garden in Xiqing District and Lingshi County in Jinnan District in August this year, there have also been complaints from property companies about increasing parking fees and dissatisfaction among owners.
It is understood that before 2000, there was no mandatory provision for the allocation of basic parking facilities in residential quarters in China, which led to a serious shortage of basic parking spaces in most cities. The Ministry of Housing and Urban-Rural Development of China issued the Planning Guide for Urban Parking Facilities on September 6th this year, which clearly stated that a parking supply system based on public parking facilities should be formed in the future.
In the short term, solving the parking problem requires joint consultation between the owners and the property management company. Jindi Green Community, located in Jinnan District, has tried to allocate parking spaces in the community by public lottery since last year with the consent of two-thirds of the owners. Owners who do not shake the number will be guided to the roadside parking lot outside the community through the price lever. Manager Zhang of Jindi Green Community said:

Owners and property management companies in need do not participate in the lottery, but hire a third party to do it, and the municipal notary office will notarize it on the spot. 840 parking spaces can't meet the needs of the owners. The Property Service Center of the Municipal Housing Authority affirmed the practice of selecting parking spaces by lottery in some districts of this city. In addition, some communities have adopted more flexible distribution methods. Zhang Xuejun, director of the Property Service Center of the Municipal Housing Authority, said:
Recording: With the development of community management technology, some communities have new practices, such as swiping in and out, displaying parking spaces, and some communities have installed this equipment, so parking spaces are not fixed and charged by the hour. In addition, in terms of price, whether renting or selling, it is suggested that developers should first consider the affordability of residents, and secondly consider the matching with surrounding communities, which is more acceptable to ordinary people.
Parking difficulty in residential areas is a livelihood problem that plagues many cities. On the one hand, relevant departments should issue detailed rules as soon as possible to guide social capital to participate in the configuration and construction of three-dimensional parking facilities. On the other hand, parking space owners should consider the acceptance of the owners and make reasonable pricing. In addition, the majority of owners should also actively participate in the owners' meeting and elect the owners' committee to exercise their rights through legal means.
