According to the preliminary estimate of Shanghai State-owned Assets Supervision and Administration Commission, the total rent that Shanghai state-owned enterprises can reduce is about 2.5 billion yuan, benefiting about 35,000 small and medium-sized enterprises.

It is understood that among the municipal enterprise groups directly supervised by the Shanghai State-owned Assets Supervision and Administration Commission, 34 enterprise groups involving small and medium-sized enterprise tenants have announced relief. According to the announcement, before April 30, "non-state-owned small and medium-sized enterprises engaged in business activities such as production, office and commercial facilities with their own operating properties or production bases (among which, the scope of small and medium-sized enterprises is determined according to the relevant provisions of the Notice on Printing and Distributing the Standards for Small and Medium-sized Enterprises), and the rental of houses or sites in February and March 2020 will be exempted by the rental units of houses or sites".

The above announcement also clearly stipulates the existing subletting phenomenon. "If the operating real estate or production base of the Group and its subsidiaries is indirectly subletted, in principle, the sublessor will not be included in this rent-free caliber. Shanghai State-owned Assets Supervision and Administration Commission introduced that since the introduction of the policy, Shanghai State-owned Assets Supervision and Administration Commission has built a three-level working network of "Municipal State-owned Assets Supervision and Administration Commission-Enterprise Group-Window Unit" in accordance with the decision-making arrangements of the municipal party committee and the municipal government. Relevant municipal state-owned enterprises formulate implementation plans based on their own reality, publish rent reduction and exemption announcements on their official websites, WeChat official accounts and other platforms, and post announcements in property parks such as parks, office buildings and shops, and disclose the acceptance methods, contacts and contact numbers.

The Shanghai State-owned Assets Supervision and Administration Commission also stated that it will continue to follow up, guide and urge all relevant units to implement the rent-free policy to the letter, so that the rent-free policy will fully benefit the majority of small and medium-sized enterprises and lay a solid foundation for safe and orderly resumption of work and production.
