According to the "Measures for the Implementation of Residential Property Service Charge Management", if the house is vacant for more than half a year after delivery, the property service fee shall be paid at 70% of the property service charge standard after confirmation by the owner or the property user and the property service enterprise, unless otherwise agreed in the contract. Therefore, in the absence of special agreement with the property, if the house is vacant for more than half a year after delivery, you can only pay 70% of the property service fee.

In most cities, if the house is vacant for more than 6 months, you can report it to the property company and apply for property fee reduction. Of course, the reduction standards in different cities are related to local regulations. In response to the national policy of "no speculation in housing", some cities have cancelled the provision of reducing or exempting property fees for vacant houses, which can increase the housing holding cost of real estate speculators.

The Civil Code clearly stipulates that property managers should provide property services in accordance with relevant regulations, and owners cannot refuse to pay property fees on the grounds that they have not accepted or do not need to accept services. In other words, the property serves all owners. As long as most owners enjoy this service, others naturally need to pay property fees to ensure the daily operation of the community. Similarly, property managers can't collect property fees savagely, and can't ask owners to pay property fees by cutting off heat, water, gas and electricity. These actions are not desirable, otherwise it will only intensify the contradictions between them.
