The applicant needs to fully negotiate the intention and specific plan of installing the elevator, and solicit the opinions of all the owners of the building where it is located, and obtain the consent of the owners whose exclusive parts account for more than two-thirds of the total construction area and more than two-thirds of the total number of people.

3. If the installation of elevators intends to occupy part of the owners of residential areas, it shall solicit the opinions of all the owners within the building division, and with the consent of the owners whose exclusive parts account for more than half of the total construction area and more than half of the total number, optimize the scheme as much as possible to reduce the adverse impact on the adjacent owners. If the installation of the elevator intends to occupy the exclusive part of the owner, it shall obtain the consent of the owner of the exclusive part.
