Measures of Xuancheng Municipality on the Management of Domestic Waste Classification (202 1 Revision)

Chapter I General Provisions Article 1 In order to strengthen the classified management of domestic waste, improve the living environment, promote the sustainable development of economy and society, and promote the construction of ecological civilization, these measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste, the Regulations of the State Council Municipality on the Administration of City Appearance and Environmental Sanitation and other relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the classified management of domestic waste in the built-up areas of cities where the municipal government and the county (city) people's government (including the park management institutions, the same below) are located.

Other areas where classified management of domestic waste is implemented shall be determined by the county (city, district) people's government in accordance with the principle of step-by-step implementation and steady progress, and announced to the public. Article 3 The term "domestic waste" as mentioned in these Measures refers to the solid waste generated in daily life or activities providing services for daily life, and the solid waste identified as domestic waste by laws and administrative regulations.

Urban domestic waste is divided into the following four categories:

(1) Recyclable materials refer to paper, plastics, metals, textiles, electrical and electronic products, glass, etc. Can be recycled;

(2) Hazardous waste refers to substances that cause direct or potential harm to human health or the natural environment, including waste batteries (except ordinary alkaline batteries) and waste fluorescent tubes (fluorescent tubes, energy-saving lamps, etc.). ), waste thermometers, waste sphygmomanometers, waste drugs and their packaging, waste paints, solvents and their packaging, waste pesticides, disinfectants and their packaging, waste films, waste photographic paper, etc.

(3) Kitchen waste (wet waste) refers to the waste generated in daily life, food processing, catering service, unit feeding and other activities, as well as vegetables, fruits, carrion, broken bones, eggshells, internal organs of livestock and poultry products generated in farmers' markets and agricultural products wholesale markets;

(4) Other garbage (dry garbage) refers to domestic garbage other than recyclables, kitchen garbage and harmful waste. Article 4 Domestic garbage shall be classified for use, collection, transportation and disposal.

The classified management of domestic waste follows the principles of government promotion, territorial management, national participation, market operation, systematic promotion and * * * governance and enjoyment. Article 5 The people's governments of cities and counties (cities, districts) shall incorporate the classified management of domestic garbage into the national economic and social development plan, formulate policies and measures such as source reduction of domestic garbage, resource recycling, facility construction and operation management, and establish corresponding capital investment and guarantee mechanisms.

Township people's governments and sub-district offices are responsible for the daily management of domestic waste classification within their respective jurisdictions, and guide the village (neighborhood) committees to do a good job in the classification, delivery and collection of domestic waste. Article 6 The urban management department is the competent department in charge of the classified management of domestic waste in this Municipality, which is responsible for formulating the classified management objectives of domestic waste, and guiding, supervising and assessing the classified management of domestic waste.

The relevant administrative departments and units shall perform their duties in accordance with the following provisions:

(a) the development and reform department is responsible for the classification of domestic waste into the circular economy development plan, and do a good job in the establishment, filing or examination and approval of domestic waste classification related projects;

(two) the natural resources and planning department is responsible for the construction of domestic waste sorting facilities into the relevant planning, and urge the relevant new project construction and development units to support the construction of domestic waste sorting facilities; Responsible for the protection of construction land for domestic waste classification and treatment facilities;

(three) the ecological environment department is responsible for the supervision and management of the prevention and control of environmental pollution by domestic garbage;

(four) the departments of commerce, supply and marketing, market supervision and other departments are responsible for the supervision and management of the recycling and comprehensive utilization of recyclable materials;

(five) the housing and urban-rural construction department is responsible for urging the property service enterprises to carry out the classification of domestic waste;

(6) The energy-saving management department of public institutions is responsible for promoting the compulsory classification of domestic waste in public institutions such as party and government organs, institutions and mass organizations.

Finance, public security, culture and tourism, health, transportation, agriculture and rural areas and other departments and units shall, in accordance with their respective responsibilities, do a good job in the classification of domestic waste. Article 7 Establish and improve the working mechanism with grass-roots party organizations as the core of leadership, with the participation of village (neighborhood) committees, owners' committees, property service enterprises and owners, and promote the classified management of domestic waste.

Village (neighborhood) committees shall cooperate with township people's governments and neighborhood offices to publicize, guide and organize the classification of domestic waste, and urge the units, village (neighborhood) residents and property service enterprises under their jurisdiction to carry out the classification of domestic waste.

The realty service enterprise and the owners' committee are responsible for organizing the classified publicity, source reduction and classified delivery of domestic garbage within the realty management area. Eighth city and county (city, district) people's governments and their relevant units should strengthen the publicity work of domestic waste classification. Newspapers, radio, television, internet and other news media should continue to carry out public welfare publicity on the knowledge of domestic waste classification, and conduct public opinion supervision on acts that violate the management of domestic waste classification. Chapter II Planning and Construction Article 9 The municipal administrative department of a city or county (city, district) shall, jointly with the departments of development and reform, natural resources and planning, organize the preparation of a plan for the treatment of domestic waste, which shall be announced to the public after being approved by the people's government at the same level.
