Chapter I General Principles

Article 1 In order to strengthen energy conservation management, improve energy utilization efficiency, promote rational utilization of electric energy, improve energy structure and ensure sustainable economic development, these Measures are formulated in accordance with the Energy Conservation Law of People's Republic of China (PRC) and the Electricity Law of People's Republic of China (PRC).

Article 2 The term "electric power" as mentioned in these Measures refers to all kinds of electric energy provided by the State Grid, local power grids and enterprise-owned power plants.

Article 3 The term "saving electricity" as mentioned in these Measures refers to strengthening the management of electricity consumption and taking technically feasible and economically reasonable measures to reduce the direct and indirect losses of electric energy, improve energy utilization efficiency and protect the environment.

Article 4 The State Economic and Trade Commission and the State Development Planning Commission shall, according to their respective functions and duties, be in charge of the national electricity conservation work, be responsible for formulating electricity conservation policies and plans, releasing electricity conservation information, regularly publishing the catalogue of eliminating inefficient and energy-intensive production processes, technologies and equipment, and supervising and guiding the national electricity conservation work. Local people's governments at all levels in charge of electricity conservation departments and industry electricity conservation management departments are responsible for formulating electricity conservation plans in their own regions and industries, implementing electricity consumption quota management and power demand side management for high-power consumption products, and supervising and guiding electricity conservation work within their respective responsibilities.

Article 5 The State Economic and Trade Commission, the State Development Planning Commission and the competent departments of local people's governments at all levels shall encourage and support the research and popularization of energy-saving science and technology, strengthen the publicity and education on energy-saving, popularize scientific knowledge on energy-saving and raise the awareness of the whole people on energy-saving.

Article 6 All units and individuals shall fulfill the obligation of saving electricity. The State Economic and Trade Commission, the competent departments of local people's governments at all levels and the administrative departments of energy conservation in industries shall establish an energy-saving reward and punishment system according to law.

Chapter II Electricity Management

Article 7 According to the provisions of Article 15 and Article 16 of the Energy Conservation Law of People's Republic of China (PRC), the State Economic and Trade Commission, the State Development Planning Commission and the competent departments of local people's governments at various levels shall, jointly with relevant departments, strengthen supervision and guidance on high-power consumption industries, urge them to take effective energy-saving measures, promote technological progress in energy conservation, and reduce power consumption per unit product.

Article 8 The State Economic and Trade Commission shall manage the maximum power consumption per unit product for major products with high power consumption, and regularly publish domestic advanced power consumption indicators for major products with high power consumption. The local people's governments at all levels in charge of electricity conservation and electricity conservation management departments of the industry may, according to the actual situation of the region and the industry, formulate the highest power consumption quota per unit product that has not been announced by the state.

Article 9 Users with a power load of 500 kW or above or an annual power consumption of 3 million kWh or above shall entrust a unit with technical conditions for inspection and testing to conduct a power balance test every two to four years in accordance with the provisions of the General Rules for Power Balance of Equipment in Enterprises (GB/T3484), and formulate practical measures for saving electricity accordingly.

Article 10 Users with an electricity load of 65,438+0,000 kW or above shall abide by the Technical Guidelines for Evaluating Rational Electricity Use of Enterprises (GB/T3485) and the Guidelines for Electricity Quota and Management of Products (GB/T5623). If it does not meet the standards and regulations for saving electricity, it shall be corrected in time.

Eleventh power users shall, in accordance with the relevant provisions of these measures, actively take economic and reasonable, technically feasible and environmentally permissible measures to save electricity, formulate energy-saving plans and reduce consumption targets, and do a good job in saving electricity.

Article 12 The feasibility study report of fixed assets investment projects shall include special argumentation on rational energy use such as energy-saving evaluation of power facilities. Among them, high power consumption projects should be evaluated by qualified consulting institutions. The high power consumption index shall be formulated by the competent department of electricity conservation of the people's government at or above the provincial level.

Thirteenth prohibit the production and sale of inefficient and energy-consuming equipment and products that have been explicitly eliminated by the state. It is forbidden to use low-efficiency and high-energy-consuming technologies, technologies and equipment explicitly eliminated by the state in new construction or reconstruction projects; Those in use shall stop using within a time limit and shall not be transferred to others for use.

Fourteenth power consumption indicators should be indicated in the product specifications and product labels. Encourage the promotion of energy-saving products that have passed the national energy-saving certification, encourage the establishment of energy-saving service companies, promote the elimination and transformation of high-energy-consuming processes, technologies and equipment, and disseminate energy-saving information.

Chapter III Power Demand Side Management

Fifteenth power demand side management refers to the power management activities carried out by improving the terminal power efficiency and optimizing the power consumption mode, while completing the same power consumption function, reducing the power consumption and power demand, saving energy and environmental protection, and realizing low-cost power services.

Sixteenth economic and trade commissions at all levels should actively promote demand side management. Carry out load management for end users, implement interruptible load mode and direct load control, and make full use of low-valley energy in power system.

Seventeenth to encourage the following measures to save electricity:

(a) to promote green lighting technology, products and energy-saving household appliances;

(two) reduce the power consumption and line loss rate of power plants, and put an end to unknown losses;

(three) encourage waste heat, residual pressure and new energy to generate electricity, and support clean and efficient cogeneration, cogeneration and comprehensive utilization of power plants;

(four) to promote the economic operation mode of electrical equipment;

(5) Speed up the transformation of inefficient fans, pumps, motors and transformers to improve the operating efficiency of the system;

(6) Popularizing high-frequency SCR voltage regulating devices and energy-saving transformers;

(seven) the promotion of energy-saving technology of AC motor speed regulation;

(eight) the implementation of heat treatment, electroplating, casting and forging, oxygen production and other processes of specialized production;

(nine) the promotion of heat pump, gas-steam combined cycle power generation technology;

(ten) the promotion of far infrared and microwave heating technology;

(eleven) to promote the application of cold storage and heat storage technology.

Eighteenth power planning or comprehensive resource planning should include the content of power demand side management.

Article 20 Power users who use energy-saving products promoted by the state or energy-saving products certified by the state may apply to provincial price departments and electric power administrative departments for reducing or exempting subsidies for power supply projects with new power capacity, and the price departments shall coordinate the treatment on the basis of soliciting opinions from electric power enterprises: energy-saving technologies and products listed in the national catalogue of high-tech products enjoy preferential tax policies stipulated by the state.

Article 21 electric power enterprises should strengthen the publicity and promotion of demand side management, and the related expenses incurred can be truthfully charged in the management expenses.

Chapter IV Progress of Electrical Technology

Chapter IV Progress of Electrical Technology

Article 22 The State encourages and supports the innovation of advanced energy-saving technologies, announces the development focus and direction of advanced energy-saving technologies, establishes and improves the service system of energy-saving technologies, and cultivates and standardizes the market of energy-saving technologies.

Article 23 The state organizes the implementation of major scientific research projects and demonstration projects for energy conservation, and puts forward a catalogue for energy conservation certification and promotion of energy conservation products. The state formulates preferential policies, supports energy-saving demonstration projects and technologies and products listed in the catalogue of energy-saving promotion, and encourages the introduction of advanced foreign energy-saving technologies and products.

Twenty-fourth local financial arrangements for scientific research funds should support the research and application of advanced energy-saving technologies.

Chapter V Reward and Punishment

Article 25 The State Economic and Trade Commission, the State Planning Commission and the competent departments of energy conservation of local people's governments at all levels: the competent departments of energy conservation in the industry shall commend and reward the collectives and individuals who have made remarkable achievements in saving electricity and reducing consumption.

Twenty-sixth enterprises should formulate reward and punishment measures to reward the collectives and individuals who have made achievements in the management of power consumption per unit product, and punish the collectives and individuals whose power consumption per unit product exceeds the maximum limit.

Twenty-seventh in violation of the provisions of article eighth of these measures, the power consumption per unit product exceeds the maximum limit, and it shall be treated within a time limit; Do not meet the requirements or overdue governance, by the people's governments at or above the county level to save electricity departments put forward suggestions, submitted to the people's government at the same level in accordance with the provisions of the the State Council authority shall be ordered to suspend business for rectification or closure. New construction and reconstruction projects with product production capacity exceeding the maximum power consumption per unit product shall be ordered by the competent department of electricity conservation of the people's government at or above the county level in conjunction with the project examination and approval unit to stop construction.

Article 28 Where, in violation of the provisions of Article 13 of these measures, new construction or renovation projects adopt low-efficiency and high-energy-consuming technologies, processes and equipment explicitly eliminated by the state, the energy conservation department of the people's government at or above the county level shall, jointly with the project examination and approval unit, order them to stop construction, and shall investigate the responsibility of the project leader and the design leader according to law. In violation of the provisions of Article 13 of these Measures, producing and selling inefficient and high-energy-consuming equipment and products explicitly eliminated by the state; Or adopt low-efficiency and high-energy-consuming technologies, technologies and equipment explicitly eliminated by the state; Or transfer obsolete equipment and products with low efficiency and high energy consumption to others for use, and be punished in accordance with the relevant provisions of the Energy Conservation Law of People's Republic of China (PRC).

Chapter VI Supplementary Provisions

Article 29 These Measures shall come into force as of the date of promulgation.
