Chapter I General Principles
Article 1 In order to strengthen energy conservation management, improve energy utilization efficiency, promote rational utilization of electric energy, improve energy structure and ensure sustainable economic development, these Measures are formulated in accordance with the Energy Conservation Law of People's Republic of China (PRC) and the Electricity Law of People's Republic of China (PRC).
Article 2 The term "electric power" as mentioned in these Measures refers to all kinds of electric energy provided by the State Grid, local power grids and enterprise-owned power plants.
Article 3 The term "saving electricity" as mentioned in these Measures refers to strengthening the management of electricity consumption and taking technically feasible and economically reasonable measures to reduce the direct and indirect losses of electric energy, improve energy utilization efficiency and protect the environment.
Article 4 The State Economic and Trade Commission and the State Development Planning Commission shall, according to their respective functions and duties, be in charge of the national electricity conservation work, be responsible for formulating electricity conservation policies and plans, releasing electricity conservation information, regularly publishing the catalogue of eliminating inefficient and energy-intensive production processes, technologies and equipment, and supervising and guiding the national electricity conservation work. Local people's governments at all levels in charge of electricity conservation departments and industry electricity conservation management departments are responsible for formulating electricity conservation plans in their own regions and industries, implementing electricity consumption quota management and power demand side management for high-power consumption products, and supervising and guiding electricity conservation work within their respective responsibilities.
Article 5 The State Economic and Trade Commission, the State Development Planning Commission and the competent departments of local people's governments at all levels shall encourage and support the research and popularization of energy-saving science and technology, strengthen the publicity and education on energy-saving, popularize scientific knowledge on energy-saving and raise the awareness of the whole people on energy-saving.
Article 6 All units and individuals shall fulfill the obligation of saving electricity. The State Economic and Trade Commission, the competent departments of local people's governments at all levels and the administrative departments of energy conservation in industries shall establish an energy-saving reward and punishment system according to law.
Chapter II Electricity Management

Article 9 Users with a power load of 500 kW or above or an annual power consumption of 3 million kWh or above shall entrust a unit with technical conditions for inspection and testing to conduct a power balance test every two to four years in accordance with the provisions of the General Rules for Power Balance of Equipment in Enterprises (GB/T3484), and formulate practical measures for saving electricity accordingly.
Article 10 Users with an electricity load of 65,438+0,000 kW or above shall abide by the Technical Guidelines for Evaluating Rational Electricity Use of Enterprises (GB/T3485) and the Guidelines for Electricity Quota and Management of Products (GB/T5623). If it does not meet the standards and regulations for saving electricity, it shall be corrected in time.
Eleventh power users shall, in accordance with the relevant provisions of these measures, actively take economic and reasonable, technically feasible and environmentally permissible measures to save electricity, formulate energy-saving plans and reduce consumption targets, and do a good job in saving electricity.
Article 12 The feasibility study report of fixed assets investment projects shall include special argumentation on rational energy use such as energy-saving evaluation of power facilities. Among them, high power consumption projects should be evaluated by qualified consulting institutions. The high power consumption index shall be formulated by the competent department of electricity conservation of the people's government at or above the provincial level.

Article 23 The state organizes the implementation of major scientific research projects and demonstration projects for energy conservation, and puts forward a catalogue for energy conservation certification and promotion of energy conservation products. The state formulates preferential policies, supports energy-saving demonstration projects and technologies and products listed in the catalogue of energy-saving promotion, and encourages the introduction of advanced foreign energy-saving technologies and products.
Twenty-fourth local financial arrangements for scientific research funds should support the research and application of advanced energy-saving technologies.
Chapter V Reward and Punishment
Article 25 The State Economic and Trade Commission, the State Planning Commission and the competent departments of energy conservation of local people's governments at all levels: the competent departments of energy conservation in the industry shall commend and reward the collectives and individuals who have made remarkable achievements in saving electricity and reducing consumption.

Article 28 Where, in violation of the provisions of Article 13 of these measures, new construction or renovation projects adopt low-efficiency and high-energy-consuming technologies, processes and equipment explicitly eliminated by the state, the energy conservation department of the people's government at or above the county level shall, jointly with the project examination and approval unit, order them to stop construction, and shall investigate the responsibility of the project leader and the design leader according to law. In violation of the provisions of Article 13 of these Measures, producing and selling inefficient and high-energy-consuming equipment and products explicitly eliminated by the state; Or adopt low-efficiency and high-energy-consuming technologies, technologies and equipment explicitly eliminated by the state; Or transfer obsolete equipment and products with low efficiency and high energy consumption to others for use, and be punished in accordance with the relevant provisions of the Energy Conservation Law of People's Republic of China (PRC).
Chapter VI Supplementary Provisions
Article 29 These Measures shall come into force as of the date of promulgation.
